      The Czech Republic is one of the most successful cases in transforming from the autocratic-socialist system to the democratic-capitalist system. In recent decades, the country becomes the first Eastern European country that re-implements development cooperation policies. This study highlights the Czech aid practices that appear distinctive from those of traditional Western donors. This paper is aimed to identify and explain main characteristics in the development cooperation policies of transition economy countries. A popular theoretical framework in the academic field of foreign policy making, known as the 3I’s framework (an analytical tool of capturing interest, idea, and institution), is applied for this single case study. Like other (re-)emerging donors, the Czech Republic has tried to promote both recipients’ development interests and its own national interests through foreign aid. The most outstanding feature of the Czech ODA policy is rested on its idea. Considering its relatively short history of aid giving and a very small amount of aid provision, the main idea of the Czech government is to transfer its successful transition experience to the neighboring countries and to help them for a smooth political and economic transition. By doing so, the Czech government has attempted to enhance national reputation and to incorporate security and economic considerations into ODA policy. Also, the government has rapidly institutionalized for its development cooperation policy for a relatively short period of time. The Czech development cooperation turns out to be an interesting case largely because of its evolving policy direction and emphasis on its transition experience. This study may contribute to development cooperation policy-making toward North Korea in the future by highlighting relevant methods and instruments of development cooperation to help the transformation of North Korea into a new system.
