통일전제로서의 북핵 대응태세 평가와 과제 - 목표ㆍ방법ㆍ수단 간 일치성을 중심으로 - = An Evaluation and Tasks of South Korean Nuclear Preparedness as a Prerequisite for the Unification: Focused on Consistency among Ends, Ways and Means

다국어 초록 (Multilingual Abstract)

This paper is written to evaluate the South Korean nuclear preparedness against North Korean nuclear threat as a prerequisite for the unification between two Korea. For this purpose, it applies the components of strategy, 'Ends,' 'Ways' and 'Means' and assesses the current South Korean nuclear strategy applying the components. As a result, this paper concluded that South Korean nuclear prepared seemed to be low compared to other countries. South Korea should do its best to increase the level of its ends, ways and means of its nuclear preparedness. Most of all, it should expand its ways by applying a division of labor concept regarding its cooperation with the U.S. forces. It should ensure its means for its minimum deterrence and reinforce its ballistic missile capabilities to intercept incoming North Korean nuclear missiles. It should actively discuss on the preventive strike while improving required means and create necessary decision making mechanism for the inevitable situation.

국문 초록 (Abstract)

본 논문은 이의 해결없이는 통일 논의가 무용할 수도 있는 북핵 대응과 관련하여 한국의 실태를 분석하고, 대안을 제안하기 위한 목적으로 작성되었다. 이를 위하여 전략의 구성요소로 거론되는 목표- 방법-수단 간의 일치성을 점검하였고, 분석 결과로 한국의 북핵대응 실태는 매우 미흡한 것으로 평가하였다. 최근 방어의 중요한 방법으로 부상하고 있는 요격의 중요성이 낮고, 그를 위한 수단도 미흡하며, 민방위와 공격의 중요한 방법인 예방타격에 대해서도 거의 논의하고 있지 않는 것으로 평가되었다. 이제 한국은 북핵 대응의 목표, 방법, 수단의 충분성을 조기에 강화하기 위하여 우선은 미군과의 분업을 강화함으로써 가용한 방법과 수단을 확대할 필요가 있다. 자체적으로는 최소억제를 위한 수단을 보강하면서 요격 차원에서 탄도미사일 방어를 위한 역량도 집중적으로 보강해 나가야할 것이다. 예방타격의 경우에도 더욱 적극적으로 논의하여 구현에 필요한 수단을 보강함은 물론 불가피한 상황에서 결심이 가능한 체제를 구축해 두어야할 것이다.
