      To explain the causes of corruption comprehensively, we have to study both the discretion of the bureaucrats and the rent-seeking behavior of the bribers. Corruption is not only problem of bureaucrats who receive the bribes but also the problem of the bribers who seek the rents. This study looked into the corruption cases related with the 1and-use and construction regulations including considerable discretion and the opportunities for rent-seeking. According to the result of this study, the amount of bribes is related with not only the degree of discretion but also the rent of land use and construction. Moreover this study shows that basic source of big bribe cases is the rent and rent-seeking behavior.
