This paper provides guidelines for the development and implementation of a balanced, comprehensive reading program in kindergarten. From a review of the literature, I identified commonalities of instructional components which are necessary for a beginning reading program. From these commonalities, I developed a structure, organization, and direction for teachers to use in developing a reading program for kindergarteners. The guidelines suggest a literacy pyramid as a framework for fitting objectives to instructional format. This model classifies 11 instructional events, which, when blended together, provide a helpful menu for beginning reading instruction.
