지방정부 재난관리조직 평가모형에 관한 연구 = The Study on Evaluation Model for the Disaster Management Organization System in Local Government's

국문 초록 (Abstract)

현재 우리나라 지방정부의 재난관리 조직은 재난관리의 제1차적 책임자이자 최종적 책임자의 지위가 매우 약할 뿐만 아니라, 재난관리 조직의 복잡성과 유관기관과의 협조체계 미흡, 현장을 도외시한 비현장중심의 형식적 재난관리, 재난관련 조직의 비전문성과 비효율적 인사시스템 운용 등의 문제를 띈다. 이는 우리에게 닥칠 엄청난 재해·재난에 대한 대응력 부재에 따른 엄청난 재앙이 초래될 것으로 예상된다. 이러한 맥락에서 본 연구는 우리나라 지방정부 재난관리조직의 문제점을 검토·분석하고, 그에 따른 지방정부 재난관리 조직시스템 평가모형을 제안하고자 한다. 모형제안의 목적은 재난안전 분야의 지방정부조직에 대해 유기성, 현장 대응성, 전문성, 통합성의 관점에서 분석·평가함으로써 재난예방과 발생에 따른 보다 정확하고 신속한 대응과 항구적 이며 적응성이 높은 처방을 제고시키고자 함에 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is to introduce a diagnosis-evaluation model for the disaster management organization system, and to suggest permanent measures that are highly connective, site responsive, professional, and comprehensive through its application. The specific objects are as follows: to reilluminate the paradigm shift, approaches and response paths for disaster management; to diagnose the site responsiveness and problems of connectivity among local disaster management organizations, and to introduce improvement schemes; to diagnose and evaluate the organizational operating system, organizational connectivity, and citizen response system of disaster management organizations through a diagnosis-evaluation system. The government's efforts to minimize disaster damages and respond to and restore disasters have been limited. To overcome those limitations, it is necessary to establish a diagnosis-evaluation model to vitalize the local disaster management organizational system. Basic directions of the model arise from the Constitution, Section 34-6, which says the "state shall make efforts to prevent disasters and protect citizens." Comprehensiveness, connectivity, professionalism, and site responsiveness are selected as the standard elements for disaster safety management policies.
