Many researchers on policy noncompliance have taken theoretical and practical approaches to address policy noncompliance, but most of these studies have focused on single diagnosis and single prescription, failing to provide a generalized theory for resolving noncompliance, leading to the repetition of similar noncompliance behaviors.
Therefore In this study, we conducted a literature review using a case survey method on studies on Korean policy non-compliance since the 1980s, and in particular, we aimed to examine the theoretical characteristics of non-compliance factors through meta-analysis.
First, through a literature review on policy noncompliance, the conceptual relationship between noncompliance and compliance was organized and problems in previous studies were presented.
Second, we aimed to confirm the theoretical characteristics and regularities of non-compliance factors through a meta-analysis of research cases on policy non-compliance in Korea.
