The objective of this study is to investigate the possibility of tourism-led growth in Korea by employing marginal productivity, scale economies, and elasticity of substitution. Empirical evidence reveals that the tourism receipts are beneficially influenced to an increasing in national income in Korea. Both labor and capital, especially the labor, contribute to improve marginal productivity of the tourism industry. As far as the scale economics and the elasticity of substitution concern, however, the capital is superior to the labor in terms of its stability. To this end, it could be tentatively concluded that the tourism industry in Korea should be re-organized in order to be a capital-intensive to maximize its economic benefit, and to be perfectly substituted the capital for tourism receipts. It also has to be mentioned that the capital should be utilized to expand tourism facilities, and built up the infrastructure for the tourism industry. In addition to this, paying special attention to a tourist potential such as the UNESCO world heritage properties, setting up a systemic procedure for tourism marketing, specializing selected sector of the tourism industry, and establishing substantial linkage to other industries are essentially considered to be supported by the tourism-led growth in Korea.
