지역서점 진흥정책 효과 분석 - 지역서점 진흥조례와 우선구매제도를 중심으로 - = Analysis of the Effect of Local Bookstore Promotion Policy - Focusing on Local Bookstore Promotion Ordinance and Priority Purchase System -

This study evaluated the effects of local bookstore promotion policies introduced differently by region using Service Industry Survey(2016-2019) data from Statistics Korea. I compared the change in sales of local bookstores before and after the enactment of the local bookstore promotion ordinance and the introduction of the priority purchase system using the triple difference estimation method. I found that the ordinance did not significantly affect the sales of local bookstores, but the priority purchase system contributed to the increase in sales of local bookstores that met the store sales and size condition. In local bookstores that have been open for 12 months a year, the effect of the priority purchase system was only found in store size condition. Also, I found that various book buying and selling channels had a positive effect on local bookstore performance. These results provide implications for setting targets and directions of local bookstore promotion policies.

국문 초록 (Abstract)

본 연구는 통계청의 ｢서비스업조사(2016∼2019)｣ 자료를 활용하여 지자체별 도입 시기와 내용이 다르게 진행된 지역서점 진흥정책의 효과를 분석하였다. 지역서점 진흥조례 제정과 우선구매제도 도입의 지역･시기･요건별 차이를 고려한 삼중차감추정법(Triple Difference Estimation Method)을 이용해 지역서점의 매출 변화를 비교한 결과, 조례제정은 지역서점의 매출에 유의미한 영향을 미치지 않았지만, 우선구매제도 도입은 매장매출과 매장면적 요건을 충족하는 지역서점의 매출 증대에 기여한 것으로 나타났다. 조례의 지역서점 영업기간 요건을 고려해 연 12개월 영업한 서점만을 분석한 결과, 매장면적 요건을 충족하는 지역서점에만 우선구매제도가 매출에 유의미한 영향을 주는 것으로 나타났다. 또한, 도서 매입 및 판매 경로가 다양할수록 지역서점의 성과가 긍정적으로 나타났다. 이러한 결과는 지역서점 정책 대상과 방향 설정에 관한 시사점을 제공한다.
