This study assumes that employees` trust in their organization affects organizational effectiveness in many potentially positive ways. Focusing on Seoul metropolitan government organizations, this paper attempts to discover how to improve organizational trust. By asking 843 employees, it measures how public employees feel about current conditions affecting organizational trust. The regression results show that decentralization, fairness, and innovativeness affect organizational trust. As possible aids to improving organizational trust, the study proposes the following; i) employee participation in the decision making processes, ii) fairness in performance evaluation system, including 360-degree evaluation, and iii) wider use of communication systems.
