지하주차장 소화활동설비 효용성 연구

국문 초록 (Abstract)

현대 생활의 편리성과 지상의 안락한 거주환경, 거주자 안전을 위해 계획된 동선으로 현대 건축물의 주차장은 지하에 대부분 설치된다. 지하층의 바닥면적은 건축시 용적률 계산 연면적에서 제외되므로 건축 부지가 다른 나라에 비해 적은 우리나라에서는 도시의 주차장과 창이 불필요한 용도의 구획실들은 당연하게 지하로 배치되고 있다. 하지만 이렇게 안전과 편리, 경제성을 위해 설치된 지하주차장에는 화재 위험이 상존하고 있다. 2023. 7. 20.(목) 국토교통부의 보도자료에 따르면 ’23년 6월말 기준 자동차 누적등록대수는 25,757천대로 전년말 대비 1.0%(254천대)가 증가하였으며, 인구 1.99명당 1대의 자동차를 보유하고 있다. 국토교통부 통계누리에 따르면 2022년 12월 기준 국내 주거시설과 아파트의 주차면수는 10,802,237면으로 확인되었다. 이에 지하주차장의 필요성을 나날이 늘어가고 있으며 화재예방과 소방대 활동측면에서의 입법 및 관계 법령의 정비를 위한 연구가 무엇보다도 필요하다.
이에 본 연구에서는 지하주차장 화재 특히 아파트에서 발생한 사례를 분석하여 「소방시설 설치 및 관리에 관한 법률」에 따라 설치하고 있는 소방시설과 소방대가 출동 중 보유하고 있는 전문장비 등을 확인하고, 소방대원이 화재 현장에서 활용해야 하는 소화활동설비의 현장 활용도와 문제점 등을 파악하여 향후에는 현장에서 적극 사용하는 설비의 기준이 될 수 있는 방안을 찾고자 노력하였다.
지하 주차장의 대형화, 대심도화를 반영하여 사용자의 편의와 안전, 무엇보다도 화재와 같이 대형 인명피해와 재산 피해를 초래하는 지하주차장 화재에 대응하는 소방기관이 과학적이고 효율적인 전문가다운 화재 대응을 할 수 있도록 하여 대외적인 신뢰와 경쟁력을 갖추고 더 나아가서는 국민 생활의 안정에 이바지 할 수 있도록 하기 위해서는 끊임없는 노력과 현장에 대한 지속적인 연구가 필요할 것이다.

Most parking lots in modern buildings are installed underground, with traffic routes planned for the convenience of modern life, a comfortable living environment on the ground, and the safety of residents. Since the floor area of the basement floor is excluded from the total floor area when calculating the floor area ratio during construction, in Korea, where the construction site is small compared to other countries, city parking lots and compartments for purposes that do not require windows are naturally placed underground. However, major risks, including fire, exist in underground parking lots installed for safety, convenience, and economics.

According to a press release from the Ministry of Land, Infrastructure and Transport on July 20, 2023 (Thursday), the cumulative number of registered vehicles as of the end of June 2023 was 25,757 thousand units, an increase of 1.0% (254 thousand units) compared to the end of the previous year, with one car per 1.99 people. It is said that he possessed it. According to Statistics Nuri of the Ministry of Land, Infrastructure and Transport, as of December 2022, the number of parking spaces for domestic residential facilities and apartments was confirmed to be 10,802,237. Accordingly, the need for underground parking is increasing day by day, and research is needed to improve legislation and related laws in terms of fire prevention and fire brigade activities.

By analyzing cases of underground parking lot fires, especially those that occurred in apartments, we confirmed the firefighting facilities installed in accordance with the Act on Installation and Management of Firefighting Facilities and the specialized equipment that the fire brigade possesses during dispatch, and utilized them at the fire scene. By identifying the on-site utilization and problems of fire extinguishing equipment, we tried to find a plan that could become a standard for equipment to be actively used in the field in the future.

Due to the nature of the enclosed underground parking space, if the initial fire is not extinguished, extremely limited fire extinguishing activities can only be carried out due to heavy smoke. Considering the limitations of the fire brigade, which must rely on the role of fire extinguishing equipment, and the characteristics of the underground space, fire extinguishing activities are limited. The importance of facilities is increasing day by day. In particular, as the spread of eco-friendly vehicles using electric fuel increases, research on fire suppression is not continuing. Fortunately, relevant ministries have recognized the problem and are considering prevention and response measures due to interest in securing fire safety from various aspects.

Reflecting the enlargement and deepening of underground parking lots, we aim to ensure user convenience and safety, and above all, to enable firefighting agencies to respond to fires in underground parking lots that cause large casualties and property damage, such as fires, in a scientific, efficient and professional manner. In order to build external trust and competitiveness and further contribute to the stability of people's lives, continuous efforts and continuous research in the field will be necessary.
