노인장기요양시설의 고충처리를 위한 복지 옴부즈맨제도 도입에 관한 연구 = 일본의 시설복지 옴부즈맨제도를 중심으로

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine focusing on welfare ombudsman system, which is now widely spread in Japan, to introduce it to the Korean Long-term care facility for Elderly.
Benefits gaining by introducing welfare ombudsman system, operating for the facility, are 1) solving difficulties between the operator and user, and 2) as the welfare ombudsman finds users complains and infringements and can speak for the user, the welfare ombudsman system can operate as defending rights system. Also, in a point of operators view, 3) they can improve the service quality by rapidly grasping complains of the user, that the employee could easily miss, through the third partys eyes, and 4) these will lead to the transparency of the facility management. Furthermore, by introducing this kinds of welfare ombudsman system, it is considered the reciprocal relation between the welfare service provider and user could be gradually realized from the existing provider-centered system.
