19대 대선과 TV 토론회: 제도 평가와 효과 분석 = TV Debates in the 19th Presidential Election of Korea: Debate System and Its Effects on Voting Behavior

국문 초록 (Abstract)

본 논문은 19대 대통령선거 TV 토론회 제도에 대한 유권자들의 평가를 진단해보고, 후보자 토론회가 이번 대선에서 유권자들의 투표행태에 미친 영향을 다각도에서 살펴본다. 19대 대선 유권자 의식 조사 자료를 활용하여 본 연구는 이번 대선에서 유권자들이 스탠딩 토론회 vs. 착석식 토론회, 다자 토론 vs. 양자 토론 등 다양한 토론회 진행 방식 및 제도에 대해 어떤 선호를 보여주었는지 분석해 보고, 유권자들의 정치적, 사회경제적 배경에 따른 토론회 제도에 대한 선호 차이가 존재하는지 진단해 본다. 또한 본 연구는 TV 토론회의 시청빈도가 유권자들의 투표 참여 의사나 행위에 미친 영향을 살펴보고, 나아가 그 영향이 유권자들의 실재 투표 선택에까지 이어졌는지 분석해 본다. 경험적 분석 결과에 따르면, 이번 대선에서도 TV 토론회는 과거와 유사하게 유권자의 정치참여 그리고 선거 정보 습득에 의미 있는 영향을 행사한 것으로 드러났다. 그러나 지금까지의 연구 결과와 크게 다르지 않게 19대 대선에서도 후보자 토론회에 대한 잦은 노출이 시청자들의 기존 지지 후보 변경에까지 영향을 행사하진 않은 것으로 나타났다.

This paper examines voters' evaluation of the TV debate system in the 19th presidential election and investigates the effects of the candidate debate on the voting behavior of viewers in this election. Using voters' survey data. this study analyzes voters' preferences over different debate system such as standing vs. sitting debate, bilateral vs. multilateral debate, etc. This paper also examines whether there is a preference difference for the debate system depending on the political and socioeconomic background of the voters. In addition, this study explores if more frequent exposures to TV debate affect voters' participation intentions, actual turnout, and their vote choices. Empirical findings of this study suggest that viewing presidential debates has positive effects on individuals' electoral participation and acquisition of political information, which corresponds to the existing literature. Yet, this study also finds that more frequent exposures to TV debates do not necessarily change viewers' existing supporting candidate.
