『목민심서』를 통해 본 다산 정약용의 지방 軍政論 = Dasan Jeong Yak-Yong’s the theory of local military rule included in Mokminsimseo

국문 초록 (Abstract)

19세기 지식인들은 다양한 형태로 자신의 개혁론을 제시했다. 이중 정약용이 제시한 개혁론의 주요한 특징은 현실과 이상 사이에서 고민하면서 현실에 기반한 방안이라는 것이다. 이러한 측면은 『목민심서』에 수록된 지방 軍政論에 잘 드러난다. 그는 군액 증가로 인한 군현 부담 과중화, 군역 분배의 불균형 등이 군역 문제를 일으키는 원인이라고 생각했다. 이 문제를 해결하기 위해 수령은 척적의 개수 작업을 통한 군역 분배의 공평성 제고, 동포제 실시를 통한 대정을 실시 등을 통해 백성들의 부담을 완화할 필요가 있다고 생각했다. 아울러 수령은 대외 위기가 예견되는 상황에서 군현 내에 武風을 振作하고 吏奴隊의 훈련를 강화하여 군현 자체의 방위태세 강화에도 신경을 써야 한다고 했다. 그의 이러한 군정론은 특유의 현실감각과 이상 사이에서 도출해낸 결과물이라고 할 수 있다.

다국어 초록 (Multilingual Abstract)

One of the main characteristics of Jeong, Yak-yong’s ‘Reform Theory’ is that he stated his theory based on reality while being in deeply agonized between reality and ideal. Such an aspect is well exposed in the theory of local military rule included 『Mokminsimseo; Admonitions on Governing the People』. Accordingly, dodging, or escaping from military service or labor continuously arose, and rigorous Daejeong(代定: filling the existing military service personnel, who dropped, or escaped, with new personnel)was implemented. To eradicate such evils, Jeong, Yak-young came up with a view that it’s necessary to alleviate public harm by way of military service distribution and expansion through the enhancement of impartiality in military service by doing renovation work on Cheojeok(尺籍: family register or military record created by allocating the number of strong young men in the army list according to a small or large registered households and family members)and the implementation of Daejeong through the execution of Dongpoje(Joint sharing system of military hemp cloth in response to the government’s receipt of military service with a village as a unit). In addition, Jeong, Yak-young had a view that Sugyeong was required to boost a peaceful and stable state in counties and prefectures, and to give their best to strengthen county & prefecture’s own defense preparations through military training reinforcement of Ienodae(troops organized with the slaves affiliated with the local government offices) in the situation where an international crisis was predicted. Thus, it can be said that Jeong, Yak-yong’s military rule theory like this was the product deducted between touch with reality unique to him and ideal.
