임진왜란기 남부지역 조선군 지휘부의 갈등 양상과 대응방안(1593. 7～1597.7) = The Management of Joseon Military Headquarter in the Southern Provinces during the Japanese Invasion(1593. 7～1597.7)

국문 초록 (Abstract)

임진왜란기 조선 조정에서는 필요한 지역에 대신을 도체찰사로 파견하여 宣撫와 召募 그리고 三都(평양 개성 한성)를 회복하도록 조처했다. 1594년 4월 일본군이 부산 동래 일대로 후퇴한 이후 조선 조정은 위기국면에서 벗어났고, 최전선이 경상 전라 등 남부지역에 형성되었다. 이에 조정에서는 1593년 2차 진주성전투 직후 전라감사 권율을 도원수에 임명하여 남부지역의 조선군 지휘를 담당하도록 했다. 그러나 조정의 시각에서 볼 때 남부지역의 군사지휘에서 여러 문제점이 드러났다. 이를 위해 1595년 8월 우의정 이원익을 하사도 도체찰사로 파견했다. 본 논문에서는 남부지역의 지휘체계 상 드러난 문제 중 주로 도원수와 도체찰사 등 지휘부 내에서 발생했던 문제와 지휘부에 속한 諸將들과의 관계에 초점을 두어 분석했다. 조선 조정에서는 이와 같은 문제들이 전력을 약화시킬 것이라 우려하여, 시간을 두고 관찰하며 해결책을 모색했던 것이다. 앞으로 임진왜란기 전반의 지휘체계와 17세기 조선군의 지휘체계가 어떻게 운영되고 어떤 문제를 드러냈는지를 분석하는 것이 필요하다. 이를 면밀히 파악하기 위해 16세기 말의 전란을 계기로 재구성된 조선군지휘부에서 권한과 책임의 획정, 소속 장수들 간의 관계 조정이 어떻게 이루어졌는가가 우선적으로 밝혀져야 한다.

다국어 초록 (Multilingual Abstract)

During the Japanese Invasion 1592~1597 the Joseon Court dispatched ministers or secretaries as Dochechalsa(都體察使), a supreme commander who had priority in supervising civil and military service both over several provinces. Dochechalsa pacified people`s insecurity and ordered conscription. In April 1594 the Japanese army retreated to the area of Pusan(釜山) and Dongrae (東萊) from the Capital, Hansung(漢城). Therefore the front line was formed at the southern provinces, Gyeongsang and Jeolla. This time the Joseon Court dispatched Dowonsu(都元帥), a Field Marshal to make him handle troops of southern provinces. His name was Kwon Yul(權慄). But after that the assessment toward Kwon Yul(權慄) was not good at the Joseon Court. To make it better, the Court also dispatched Yi Won-ik(李元翼) as Dochechalsa to the southern provinces. There are many problems of command system between Dowonsu(都元帥) and other subordinate generals. The king and his subjects worried it would cause military weakness more than `now`. This theme would give understanding how the Joseon Court and army dealt with military problems during the Japanese Invasion period. Futhermore it would give the ground for the study of command system of 17th Joseon army.
