경찰조직이 추구하는 가치에 관한 실증연구 = What Values Does Korean National Police Agency pursue? An Empirical Study

다국어 초록 (Multilingual Abstract)

The purpose of this study is to empirically investigate the public values pursued by Korean National Police Agency (KNPA). Like many other government organizations, it has been known that KNPA pursues diverse public values such as efficiency, effectiveness, legality, responsiveness, and political neutrality. However, only few studies investigated what KNPA`s core public values are or what values have priority over the others in KNPA, using objective data. Drawing upon K. Meier`s (2000) value typology, which consists of two major categories, responsiveness and competence, this study analyzed what values have KNPA pursued and how have the core values been evolved over the time. This study content-analyzed KNPA`s performance management plans from 2007 to 2015 to conduct the analysis. The results indicated that values in the competence category have been more valued by KNPA than the ones under the responsiveness category; among the competence values, effectiveness has been the most emphasized value. However, the analysis also showed the growing importance of responsiveness values in the organization. This study contributes to our understanding of KNPA by providing an empirical evidence on the values it pursues as a government organization.
