The February 13 Implementation Agrement as a Comprehensive Approach to the North Korean Nuclear Isue:Formation and ProspectThe purpose of this paper is to explore the proces through which the USs comprehensive approach to North Korean nuclear issue has been formed and to predict the prospect of its implementation. This paper argues that the comprehensive aproach to the North Korean nuclear issues is designed to provide a comprehensive solution to the North Korea problem. The reward to North Korea when nuclear weapons dismantled in-cludes normalization of relations betwen the US and North Korea, between Japan and North Korean peninsular, and energy aid to North Korea. This paper also argues that the USs com-prehensive approach has been offered as an ef-fective option to the comprehensive problems in-cluding the Iranian nuclear issue, coperation with China in the middle east conflict, and re-organizing aliance relationship with Korea.This paper concludes that since North Korea is eager to normalize relations with the Agreement in order to get out of the economic sanctions imposed by the US and to recover economy as soon as the BDA isue is resolved, while some reservation is inevitable in the proc-ess of dismantling North Korea's existing nu-clear devices.
