East Asia is a most dynamic region of the world today, with its economic prosperity and relative peaceful security environment. Over the years, the countries in the region as a whole, covering Southeast Asia and Northeast Asia, have taken several, steady approaches for closer cooperation in more formal multilateral frameworks, as in the APEC or the ARF. One of the ultimate goals of East Asia may be to build a East Asian Community, modeled after the European Union, or its predecessor European Community.
International education, having many definitions, can be one of the areas of regional cooperation, aiming at promoting a so-called "Asian-ness" and eventual realization of an East Asian Community. In the age of globalization and global governance, most of the universities as well as nations in East Asia emphasize international education as part of enhancing competitiveness of higher education and the national capacity. Furthermore, by definition and nature, international education serves as an important instrument of promoting cooperation among the universities and nations by people-to-people diplomacy in East Asia. In reality, the status and strengths of the international education in East Asia are considered inferior, for instance, to Europe. As a result, many Asian students have gone to Western or English-speaking countries for taking chances of better international education.
In enhancing international education and also realizing an ideal goal of the role of international education toward the East Asian Community, it is necessary for the members of the Asian society to take initiatives by developing a new common vision and policy on international education. They may include also appropriate programs such as exchange programs of students and scholars, students field study, volunteer services, and education of university leaders. The main actors should include not only the universities, but also governments, business, NGOs and international organizations.
There are challenges and tasks to deal with strengthening international education, in light of diversity and differences among the Asian nations and universities. However, there is still a great potential for success, as most of the Asian countries pay attention to the critical role of education in general and international education in particular. Therefore, international education in the East Asian region can make a positive contribution toward building a foundation of an East Asian Community, if concerted efforts are made among the major actors. Moreover, Korea, seeking a role of an aspiring, mature middle power in the East Asian affairs and in the world, can utilize international education as a key area of national investment and ambition in securing international influence in the region. It is therefore important for the Korean government to seize the opportunity by adopting a national vision and diverse strategies on international education.
