구동독의 대북한 기밀보고서 분석 = A Study of East German Secret Documentary Records to North Korea

The purpose of this paper is to analyze East German secret documents with respect to North Korea on the basis of German national archives. The secret documents expose the extensive evaluation in political and economic areas in North Korea. And the analysis of the contents manifests the deep-seated side of historical affairs between East Germany and North Korea.
On the whole, the paper consists of three parts, focusing on the East German assistance to North Korean economic development, the specialist education toward North Korean in the early stage of industrial development, and North Korean and East German reconstruction joint work in Hamhung and the secret reports of East German.Embassy. It helps enhance understanding not merely the early North Korean and German cooperation but also the international policy of communist in Far East Asia. But the documents also expose several conflicts and friction between the two countries in the 1960s. The documents have been done in order to understand East German role and influence on the development of North Korean society.
The conclusion to be drawn here is that how the East Germany lead North Korea to a socialist state in Asia. The secret documents of German archives about the historical experience make clear the concrete information in the history of North Korea.

국문 초록 (Abstract)

이 연구는 독일지역을 중심으로 수집된 독일국립문서보관소 소장된 북한관련 기밀자료를 통해 구동독과 북한간의 외교수립에서 1960년대까지 양국관계사의 흐름을 살펴보았다.
논고는 독일내 북한 자료현황과 수집정보를 정리 소개한 후, 본문에서는 구체적인 심화연구로 현재까지 수집된 구동독의 기밀문서에 기초하여 동독과 북한의 관계성립과정, 한국전쟁을 배경으로 하는 동독의 조선원조위원회 활동과 역할, 전후복구시기를 배경으로 동독과 북한간의 독일기술단의 파견과 함흥재건사업활동과 같은 협력사업, 그리고 1960년대 중소이념갈등에 따른 동독과 북한의 외교관계변화의 측면을 다루면서 북한․동독관계사를 고찰하여 보았다. 특히 60년대 동독대사관 비밀자료는 북한의 경제정책, 북한 각 경제부문의 당시현황 그리고 일반 주민 생활과 경제 실태 및 북한 내부 정치 동향 등에 대한 자료를 담고 있어 그 의미성을 부분적이나마 살피고자 하였다.
해제된 구동독의 기밀문서는 북한과 동독관계사의 흐름을 세부 내용으로 담고 있어서, 북한 사회주의 체제의 형성과 전개과정에 관한 본질적인 문제에 접근할 수 있는 중요한 정보원으로서 북한의 질적 성격을 규명하고 평가할 수 있게 한다.
이러한 독일내 자료수집연구는 북한연구의 저변을 확대할 수 있는 기초작업으로서 중요성을 지니고 있다. 그 동안 북한 연구의 걸림돌로 작용해왔던 자료접근의 문제를 해소하는데 기여할 것이며, 다소 부족해왔던 북한연구의 실증적이며 객관적인 새로운 연구방법을 도입하는 의미성을 지니고 있다고 볼 수 있다.
