본 논문은 중국 교사 윤강제에 대한 교사들의 인식을 분석하고, 이를 한국의 교사 순환근무제와 제도적 측면에서 비교함으로써 중국 윤강제의 발전 방향과 한국 제도 개선에 활용 가능한 시사점 도출을 목적으로 한다. 구체적으로는 중국 교사 윤강제의 도입 목적, 제도의 운영 방식, 그리고 주요 성과와 문제점을 규명하고, 이를 한국의 교사 순환근무제와 비교해 두 제도의 공통점과 차이점을 분석하는 것이다. 또한 중국 현장 교사의 실제 경험을 토대로 교사들이 윤강제를 어떻게 인식하고 있는지 심층적으로 탐구한다.
연구 문제는 다음과 같이 설정하였다. 첫째, 중국의 교사 윤강제의 운영방식, 성과와 문제점은 무엇인가? 둘째, 중국의 교사 윤강제는 한국의 교사 순환근무제와 비교했을 때 어떻게 다른가? 셋째, 교사 윤강제에 대한 중국 교사의 인식은 어떠한가?
연구 목적을 달성하기 위하여 중국 교사 윤강제와 한국 교사 순환근무제의 운영 방식, 성과와 한계를 문헌 자료를 바탕으로 비교분석하였다. 또한 중국 상하이 지역 초·중학교 교사 6명을 대상으로 면담을 실시하여, 교사의 현장 경험을 바탕으로 중국 교사들이 윤강제를 어떻게 인식하고 있는지를 분석하였다. 연구 결과는 다음과 같다.
첫째, 중국 교사 윤강제는 ‘성급 총괄, 현급중심’ 체제에서 운영된다. 성급 정부가 정책의 기본 틀을 제시하고 현 또는 구 단위 내에서 지역 실정에 맞게 시행되기 때문에 윤강제의 지역별 세칙은 상이할 수 있다. 윤강 대상 교사는 의무교육 단계 공립학교에 재직 중인 정규 교사로, 일정 근무연한 이상인 교사가 참여한다. 상하이는 교사의 10년 이내 윤강 경력 의무화를 추진하고 있으며, 윤강 비율은 10~20%로 설정하고 있다. 골간 교사에 대한 일정한 참여 비율도 동시에 강조하고 있다. 그리고 교사의 인사관계 처리 방식은 지역마다 차이가 존재하는데, 상하이는 인사관계 이동하는 강성윤강과 인사관계를 유지하는 윤성윤강 방식을 모두 허용한다. 중국의 교사 윤강제는 약 30년간 발전해 오면서 교사 자원 불평등 완화와 교육 형평성 제고에 일정 부분 기여해 왔으나, 여전히 시행 과정에는 교사 인사관계 혼란, 교사의 소극적 또는 형식적 참여, 인센티브 제도의 한계, 지침의 구체성 부족, 법적 기반 미비 등의 한계가 지속되고 있다.
둘째, 두 제도의 운영방식을 살펴 보면 두 제도는 모두 강제성의 특징을 드러내고 있지만, 한국의 교사 순환근무제는 법적 기반으로 체계적으로 운영되는 반면에 중국의 교사 윤강제는 주로 정부 지침에 의해서 시행되고 법적 안정성이 결여된 상황이다. 또한, 구체적인 근무 기간, 참여 비율, 인사 관리, 인센티브 등에서도 차이를 확인할 수 있다. 특히, 교사의 인사관리 측면에서 인사관계가 변동하지 않는 중국 교사 윤강은 사실상 교사 파견의 형식으로 이해할 수 있다. 이는 윤강 교사가 소속을 유지한 채 일정 기간 다른 학교에서 근무하고 다시 복귀하는 방식이기 때문이다. 반면 한국의 교사 순환근무제는 인사 발령과 동시에 실제 인사이동이 이루어지며, 정기적인 인사이동을 통해 학교 간 순환이 진행되고, 보통 이전 근무 학교로 돌아가지 않는다. 따라서 중국의 윤강제는 운영 논리 및 제도적 성격에서 한국의 교사 순환근무제와 본질적인 차이를 보인다.
셋째, 교사 윤강제에 대한 상하이 지역 교사들은 대체로 윤강근무 참여에 대한 동기는 낮은 편이었으며, 윤강제의 운영 과정이 공정성과 투명성을 결여한다고 인식했다. 특히, 교장의 직권 남용 현상, 교사 인사관리의 이중 구조, 성과평가 불공정 문제, 윤강근무로 인한 생활적 피로감과 정서적 부담 등의 문제들을 겪고 있었다. 교사들은 윤강제의 취지에 대해서는 공감하고 있으나, 교사의 이동만으로 교육 격차를 해소하는 데에는 한계가 있다고 보았다.
따라서 중국의 교사 윤강제를 개선하기 위해서는 윤강제 관련 법적 근거 마련, 공정하고 투명한 운영 절차 확립, 윤강 교사의 동기 제고를 위한 합리적인 인센티브와 평가체계 구축이 필요하다. 한편, 한국의 교사 순환근무제의 발전을 위해서는 교사 신분 안정성을 유지하면서도 전문성과 책무성을 강화할 수 있는 제도적 장치를 마련하고, 실적 경쟁 중심의 인사 제도로 인해 교육 본연의 기능이 약화되는 것을 방지하며, 교사 전보 발표 시기 또한 합리적으로 조정할 필요가 있다.

本文旨在分析中国教师轮岗制度下教师的认知,并从制度层面与韩国的教师轮岗制度进行比较分析,进而探讨中国教师轮岗制度的发展方向以及其对韩国制度改进的相互启示。本文主要揭示了中国教师轮岗制度的引入目的、制度运行方式、主要成效及其存在的问题等,并与韩国的教师轮岗制度进行比较,以分析两国制度的共同点与各差异。同时,为了能更好的了解中国教师轮岗制度的实施情况,本文结合教育一线教师的实践经验,深入分析教师对该制度的具体认知与体会。
本文所提出的研究问题如下:第一,中国教师轮岗制度的运行方式如何?该制度主要有存在哪些成效及问题? 第二,与韩国教师轮岗制度相比有何异同?第三,中国教师对于教师轮岗制度的认知如何?
为实现研究目的,本文搜集并分析了有关中韩两国教师轮岗制度的相关文献资料,运行方式、以及成效及问题等方面进行了比较分析。此外,本文还将中国上海地区的6名中小学教师作为研究对象进行了访谈,结合教师们在教师轮岗过程中的亲身经历,分析了教师对中国轮岗制度的认知,本文得到了如下的几点结论。
第一,中国教师轮岗制在“省级统筹、以县为主”的体系下实施,意味着在省级政府提出轮岗制度的基本框架下,县级或区级教育部门在辖区内因地制宜制定并落实具体方案,因此各地实施细则存在差异。轮岗对象主要为义务教育阶段公办学校在编教师,通常要求在同一学校工作达到一定年限后纳入轮岗范围。以上海为例,相关政策要求教师在 10 年内必须具备轮岗经历,并将轮岗比例设定在 10—20%范围,同时强调骨干教师应保持一定参与的比例。在人事关系处理方面,各地做法也各有不同,上海允许轮岗教师选择人事关系随任教学校转移的“刚性轮岗”,或保留人事关系在原校的“柔性轮岗”。总体而言,中国教师轮岗制在发展近 30 年以来,在缓解教师资源不均衡、促进教育公平方面发挥了一定的作用,但该制度在实施过程中仍存在教师人事关系管理混乱、教师参与意愿不足或流于形式、激励机制不完善、操作细则不明确以及法律基础相对薄弱等问题。
第二,从制度运行方式看,两国教师轮岗制度均具有一定的强制性,但韩国教师轮岗制以法律制度为基础,运行更具系统性与稳定性;相比之下,中国教师轮岗制主要依据政府文件推进,法律支撑与制度稳定性相对不足。此外,两国在轮岗教师的具体工作年限要求、参与比例设定、人事管理方式及激励措施等方面也存在着许多差异。尤其在人事管理方面,中国轮岗教师往往在维持原有人事关系的前提下,于一定期限内到其他学校任教并在期满后回归原校,因此其轮岗在一定程度上可视为教师工作派遣。相对而言,韩国教师轮岗制通常伴随正式的人事任命与实际调动,通过定期的人事交流实现校际间的循环任教,一般不会再回到原任教学校。由此可见,中韩两国教师轮岗制度在运行逻辑与制度性质上存在本质上的差异。
第三,通过对上海地区教师的访谈可见,教师普遍对参与轮岗的自主性较差,同时存在着制度运行过程缺乏公正性与透明性的问题。特别是制度运行过程中存在校长权力过度集中、教师人事管理存在双重结构、绩效考核不公、以及轮岗给教师带来的生活压力与情绪负担等问题较为突出。尽管教师普遍认同轮岗制度的政策目标,但大部分教师认为,仅靠教师的交流轮岗很难真正缩小师资分布不均和教育差距,对轮岗制的成效持保留态度。
因此,要想完善我国的教师轮岗制度,首先要为教师轮岗制度提供法律依据,确立公平、透明的运行机制,并建立能够激发轮岗教师积极性的激励机制与评价体系。另一方面,为了推动韩国教师轮岗制度的发展,有必要在保持教师身份稳定性的同时,构建强化教师专业性与责任性的措施,防止教师以工作实绩竞争为中心的人事制度削弱教育的本质功能,并合理调整教师轮岗公布的时间安排。

The purpose of this study is to examine teachers' perceptions of the Teacher Rotation Policy in China and conduct a comparative institutional analysis with the Teacher Transfer System in South Korea, aiming to derive mutually informative insights for enhancing the policy framework of Teacher Rotation Policy in China and informing the further development of the Teacher Transfer System in South Korea. Specifically, it identifies the purpose of introducing the Teacher Rotation Policy in China, explains how the system operates, examines its major achievements and existing problems, and analyzes the similarities and differences between this policy and the Teacher Transfer System in South Korea. In addition, it explores in depth how Chinese teachers perceive the Teacher Rotation Policy based on the actual experiences of frontline teachers.
The research questions proposed in this study are as follows. First, how does the Teacher Rotation Policy in China operate? What are its the main achievements and problems? Second, how is it different compared to the Teacher Transfer System in South Korea? Third, how do Chinese teachers perceive the Teacher Rotation Policy?
In order to achieve the research purpose, this study collects and analyzes relevant literature on the Teacher Rotation Policy in China and the Teacher Transfer System in South Korea, and conducts a comparative analysis of their operational modes, achievements, and challenges. In addition, interviews were conducted with six primary and secondary school teachers in Shanghai, China, and their perceptions of the Teacher Rotation Policy in China were examined based on their personal experiences during the rotation process. Based on these analyses,the following conclusions are drawn from this study.
First, the Teacher Rotation Policy in China is implemented under the framework of "provincial coordination and county-level management", which means that while the provincial government sets the basic framework for the rotation system, the county or district-level education departments formulate and implement specific plans based on local conditions within their jurisdictions. As a result, there are differences in the detailed implementation rules across regions. The main targets of rotation are regular teachers in public schools at the compulsory education stage, and they are usually required to have worked in the same school for a certain number of years before being included in the rotation scope. Take Shanghai as an example. Relevant policies require teachers to have rotation experience within 10 years and set the rotation ratio at 10% to 20%, while emphasizing that a certain proportion of key teachers should participate. Regarding the handling of personnel relations, different regions have different practices. In Shanghai, teachers on rotation can choose either the "rigid rotation" where their personnel relations are transferred along with the school they teach at, or the "flexible rotation" where their personnel relations remain in their original school. Overall, the teacher rotation system in China, which has been in place for nearly 30 years, has played a certain role in alleviating the imbalance of teacher resources and promoting educational equity. However, during its implementation, the system still faces problems such as chaotic management of teacher personnel relations, insufficient participation willingness or superficial implementation by teachers, incomplete incentive mechanisms, unclear operational details, and a relatively weak legal basis.
Secondly, in terms of the operational mode of the system, both the Teacher Rotation Policy in China and the Teacher Transfer System in South Korea have a certain degree of compulsion. However, the Teacher Transfer System in South Korea is based on legal regulations and operates with greater systematicness and stability. In contrast, the Teacher Rotation Policy in China is mainly promoted through government documents, with relatively insufficient legal support and institutional stability. Moreover, there are many differences between the two countries in terms of the specific working years required for rotating teachers, the proportion of participation set, the methods of personnel management, and incentive measures. Especially in terms of personnel management, Chinese rotating teachers often maintain their original personnel relationships and teach at other schools for a certain period of time before returning to their original schools. Therefore, their rotation can be regarded to a certain extent as a dispatch of teachers for work. In contrast, South Korea's teacher transfer system is usually accompanied by formal personnel appointments and actual transfers, and realizes the circulation of teaching among schools through regular personnel exchanges, and generally will not return to the original teaching school. Thus, it is evident that there are fundamental differences in the operational logic and institutional characteristics between China's Teacher Rotation Policy and South Korea's Teacher Transfer System.
Therefore, to enhence the Teacher Rotation Policy in China, it is necessary to provide a solid legal foundation, develop a fair and transparent operational mechanism, and implement an incentive and evaluation framework capable of effectively motivating rotating teachers. On the other hand, to advance the development of the Teacher Transfer System in South Korea, it is crucial to preserve the stability of teachers' identities while building measures to enhance teachers' professionalism and responsibility, prevent the personnel system centered on work performance competition from weakening the essential functions of education, and reasonably adjust the time arrangement for the announcement of teacher rotation.
