This paper examines issues connected to the development of a conceptual framework for the Career and Technical Education or Vocational Education in U.S. A viable conceptual framework for CTE should represent consensus among its members concerning the scope, mission, and methods reflectice of the profession. Such a framework should be dynamic, and subject to the frequent debate and ongoing refinement. This paper provides information to stimulate the debate about the present and future CTE using the development of a conceptual framework as a vehicle for organizing and presenting critical issues.
The reform activities and experiences in U.S. have a considerable amount of implication for Korea. Such implications is discussed in the final part of the paper.
