      The increase in world trade has brought about a rapid increase in the demand for container services offered by shipping lines and ports. Many ports are undertaking major investments in infrastructure and equipment provision to offer the capacity and services necessary to attract mainline services and thereby achieve hub status. The pressure for increasing investment is also being driven by the continuing increase in containership size which gives rise to an increase in the productivity levels demanded by shipping lines. The Korean government keen to support the competitive position of its ports sector announced in 2010 plans to invest 40 trillion won of the next 10 years in major port infrastructure developments.
      This paper assesses if the desired increase in Korean port capacity and their competitive position could be achieved by improving the operational methods andefficiency of existing infrastructure rather than through new port developments. A study is presented that compares the efficiency of the top eighty container terminals in terms of throughput, quay length, water depth, quay crane number and terminal footprint using DEA analysis. The results found that the Korean ports (Busan, Incheon and Gwangyang) made inefficient use of their existing infrastructure.
      The study showed that further investment by the Korean government in port infrastructure would give rise to decreasing returns of scale (DRS). The authors suggest that the government would should encouraging and assist port authorities and terminal operators to make better use of existing investments rather than invest in new infrastructure. Such an approach would require investment in improving labour arrangements, information technology, management and portworker skills and upgrading existing operating methods.
