The primary reasons why the world is in imminent danger from atomic warfare are that people everywhere have certain common unifying denominators - forgiveness, tolerance, mercifulness - whereas governments by virtue of their unquenchable thirst for power and fear of conquest have devisive common denominators - fear, suspicion, aggression. Governments know that a treaty, an agreement, a promise is only as good as the perceived integrity of the signers. The superpowers do not believe in each other's integrity. The referendum for human destiny seeks to provide an interface between the humanity of the people and the relative inhumanity of governments.
