17대 총선과 충청권 정치지형의 변화 = The 17th National Assembly Election of Korea and the Political Changes in the Chungchung Region: With Particular Focus on the Weakening and Change of Regionalism

국문 초록 (Abstract)

이 논문은 지역주의의 약화 및 변화 가능성이라는 관점에서 17대 총선 이후 충청 지역의 정치지형 변화를 논의해 보고자 한다. 먼저 집합자료를 중심으로 충청 지역에서의 이번 선거 결과를 개괄적으로 분석하고 논의한다. 물론 논의와 초점은 과거 선거 결과와의 비교에 있는데, 집합적 수준에서 충청 지역의 지역주의 약화를 쉽게 발견할 수 있다.
다음으로는 지역주의 개념을 보다 미시적으로 정의한 후, 그에 바탕하여 충청 유권자의 투표 행태를 미시적으로 분석해 본다. 분석 결과, 충청 지역의 지역주의는 약화되고 있을 뿐만 아니라, 그 성격 또한 변화하고 있음을 발견할 수 있다. 과거의 전통적인 지역주의적 투표가 정치지도자의 출신지역에 기반한 맹목적인 지지였다면, 충청지역에서 새로 나타난 지역주의적 투표는 정책 공약과 그에 따른 구체적인 경제적 이익에 기반한 공리주의적인 성격을 띠었다고 할 수 있다.
이러한 변화는 충청 지역에 국한된 것으로 보기 어려우며, 영남, 호남을 비롯한 모든 지역에서 발생하고 있는 협상으로 파악할 수 있다. 그리고 이처럼 전국적으로 발생하고 있는 변화의 기저에는 젊은 유권자의 가치관의 변화와 그에 따른 세대간 투표행태와 차이가 자리잡고 있는 것으로 보인다. 물론 이는 아직 철저히 검증되지 않은 것으로, 가치 변화라는 또 다른 주제에 대해서는 앞으로 보다 체계적인 연구가 필요하다.

다국어 초록 (Multilingual Abstract)

This paper attempts to analyze and discuss the political changes in the Chungchung region following the 17th National Assembly election of Korea, with particular focus on the weakening and change of regionalism. First, we analyze the aggregate level data. A comparison of results of this election with those of the previous elections reveals that the Chungchung regionalism on the whole is weakening.
Next, after defining regionalism on a micro level, we analyze the voting behavior of Chungchung voters. According to the analysis, the Chungchung regionalism is not only weakening, but its nature is changing. As opposed to the traditional form of regionalism that was based on blind support for particular political leaders, the newly emerging regionalism is utilitarian in nature, as it is based on specific policies and some economic benefits expected from them.
These changes are not limited to Chungchung region, but also observable to some extent in other parts of the country, including Youngnam and Honam. More importantly, what lies beneath these nation-wide changes seem to be the changing values of young voters and the consequent generational differences in voting patterns. This is only a conjecture, however. For a better understanding of this new topic of value changes, more systematic studies are needed.
