The full impact of globalization is far from clear at the moment, but it seems likely that the environment of international trade may change more rapidly than ever. For instance, the WTO have to react, in one way or other, to the pressure to deal with an increasingly broad array of issues which have traditionally not been on the agenda of trade negotiations, such as e-commerce, TRIMs, and TRIPs e.t.c. In confronting changing environments of international trade and growing trade disputes with Korea's major trading partners, it is essential to understand the commercial policy decision-making mechanism of the USA, EU, and Japan.
This paper examines the characteristic differences of the commercial policy decision-making mechanism among the USA, EU, and Japan.
On the basis of considerations of the general national interest, it has been suggested that; Korea have to actively support (1) 'open trade nation' principle and a multilateral trading system under the WTO as a non-discriminatory dispute settlement mechanism; (2) to alter the unfair legislations such as the USA anti-dumping code; (3) to gain the initiative in international trade debates; (4) to apply offensive commercial policy; and, finally, to monitor the recent movement of the commercial policy and decision-making mechanism of the USA, EU, and Japan; and finally (5) exchange information of international trade and commerce among the government, industry and academic circles.
