담론분석을 통한 체육정책 이해 = The understanding of physical education policy through discourse analysis: The meaning of physical culture discourses embedded within Physical Education and School Sport Promotion Act in Korea

국문 초록 (Abstract)

본 연구의 목적은 학교체육진흥법에 담긴 신체문화담론을 담론분석(discourse analysis)을 통해서 살펴봄으로써 교수담론과 관련된 정책분석방법을 제시함과 동시에 최근 국가 스포츠정책의 핵심으로 떠오른 학교체육정책 실행의 효과성에 대한 비판적 시각을 제공하는데 있다. 이를 위해 체육백서, 학교체육진흥법 공포안, 학교체육진흥법 하위 법령 제정 관련 연구 등 학교체육진흥법 정책문서 및 미디어 보도 자료를 중심으로 정책을 구성하는 신체문화담론을 식별하고 각 담론의 특징을 분석하였다. 연구의결과로 건강, 시티즌십, 스포츠, 평생체육 등 주요 담론들을 도출하였고, 학생비만과 관련된 건강담론과 학교폭력 예방 및 인성함양과 연관된 시티즌십(citizenship)담론이 학교체육진흥법을 구성하는 가장 지배적인 신체문화담론으로 작용함을 발견하였다. 또한 신체문화담론의 복잡성에 따른 정책실행의 어려움 및 신체문화담론이 정책에 선택적으로 구성되고 재해석되는 재맥락화(recontextualisation)과정상의 문제점을 통해 정책에 담긴 담론들이 학교체육 실행에 미칠 수 있는 가능성과 영향에 대해서 살펴봄으로서 정책의 현실성과 효과성을 진단하였다. 연구의 시사점으로 정책 분석에 있어서 담론분석의 중요성 및 정책의 학교체육 개선의 가능성에 대한 연구, 교사와 코치의 전문성함양의 필요성을 제시하였다.

다국어 초록 (Multilingual Abstract)

The landscape of physical education and school sport in Korea have been changing dramatically in terms of central government investment and political interests. Regarding this environment, drawing on the work of discourse analysis, the primary aims of the research are to identify physical cultural discourses embedded within Physical Education and School Sport Promotion Act and to examine the potential effects of each discourse on school physical education. This researchidentifies a number of physical cultural discourses within policy such as health, citizenship, sport and lifelong participation. In addition, this research discovers the complexities of the process of policy and critical issues on the recontextualisation process of discourses informing policy. Building on key findings, this research provides significant challenges for policy makers, researcher and educators, including the need for discourse analysis to better understand policy, the possibilities for physical education to realise physical culture in schools and the urgent need for professional development for educators. Accordingly, we must not lose sight of the powerful discourses that will continue to be appropriated in policy, which have impact on shaping forms of policy and practice in physical education and sport.
