公共서비스의 公共選擇論的 接近 = A APPROACH OF PUBLIC CHOICE TO PUBLIC SERVICE

Local government has developed more diverse policy recently than before. It was stimulated and acceralated by introduction of local autonomy in administrative practice. We can characterize this trend as privatization. decentralization as whole.
The privatization arid decentralization have the theoretical background that is traced to public choice theory in context of political economy. The public choice theory has been applied to the production of public service as policy experiment.
Considering the feature of public service - non excludability, non rivalness, we can admit the fact that public sector have the monopolistic function of public service production.
But the government failure due to monopolistic system leads to ignoring the citizen' benefit as consumer of public service.
So the main logic of public choice theory can be identified as improving the citizen's satisfaction by expanding the opportunity and scope of choice of public service.
To accomplish this purpose, local govenment introduce the privatization and decentralization of public service whit competition system
This study classified the key element of public choice theory and searched the implication to public service.
In addition to this effort, cooperation of inter government as well as production competition of intra government in the process of public service production and surpply was presented.
