대학기록물 평가 운영 개선을 위한 연구 : 사립대학을 중심으로 = A Study on Improving the Appraisal Practices of University Records

국문 초록 (Abstract)

본 연구는 사립대학교의 기록관리 및 평가 현황과 문제점을 분석하여 기록물 평가 운영 개선 방안을 모색하는 데에 목적을 둔다. 문헌 연구를 통해 평가의 개념을 확립하고, 기능 중심의 평가 이론인 도큐멘테이션 전략을 대학에 적용할 수 있는 가능성을 살펴본다. 또한 사립대학의 제도적 배경과 선행연구를 통해 사립대학 기록물의 특징을 분석한다. 사례 연구에서는 미국의 하버드대학교, 호주의 본드대학교, 한국의 연세대학교 기록물 평가 운영 현황을 파악하고, 기록물 평가 운영에서 중요한 요소를 분석 틀로 설정하여 세 기관을 비교 분석한다. 비교 분석의 기준은 각 대학의 기록관리 체계, 평가 정책, 평가 주체, 평가 기준, 평가 절차, 전자기록 평가로 설정하였다. 면담 연구를 통해 사립대학의 기록물 관리 담당자를 대상으로 기록물 평가 운영의 현황과 문제점, 개선 방안에 대한 심층적인 의견을 수집하고 질적 데이터 분석 소프트웨어를 활용하여 수치화한 후 의견을 구체적으로 분석한다. 문헌 연구, 사례 연구, 면담 연구를 기반으로 사립대학교 기록물 평가 운영 개선 방안을 운영 측면과 법제도 측면에서 제안한다.

다국어 초록 (Multilingual Abstract)

This study aims to explore improvement measures for the operation of records appraisal at private universities by analyzing the current status and issues in records management and appraisal practices. Through a literature review, the study defines the concept of appraisal and examines the applicability of the function-based appraisal theory, documentation strategy, to university settings. In addition, the institutional background of private universities and prior studies are reviewed to identify the characteristics of records generated in such institutions. A case study is conducted on Harvard University (USA), Bond University (Australia), and Yonsei University (Korea), focusing on their records appraisal practices. Key elements—such as records management systems, appraisal policies, responsible entities, appraisal criteria, appraisal procedures, and digital records appraisal—serve as the framework for comparative analysis. Furthermore, in-depth interviews with records managers at private universities are conducted to gather qualitative insights into the current challenges and potential improvements in appraisal operations. These interview results are quantified and analyzed using qualitative data analysis software. Based on the findings from the literature review, case studies, and interviews, the study proposes practical improvement strategies for the operation of records appraisal in private universities, from both operational and legal-institutional perspectives.
