국가과학기술연구회 거버넌스 구조에 관한 연구 - 자기조직적 거버넌스 개념과 관계적 계약이론을 중심으로 - = A Study on the National Research Council of Science & Technology as a Governance Structure

National Research Council of Science and Technology (NST) is public institution that supports, fosters and systematically manages Government-funded Research Institutes (GRIs) in the filed of national science and technology. The methodology of this paper is to study the governance structure of NST by applying the concept of self-organizing governance as a combination of designed and emergent structure and relational contract theory as legal structure. Based on these theories, the prime aim of this paper is to stress the importance of research autonomy in the system of science governance. The governance system and legislation of science and technology should be designed on the basis of research autonomy. This is because the concepts of self-organizing governance and relational contract focus on autonomous system and relation based on the individual subject's capabilities rather than artificial interventions.

국문 초록 (Abstract)

국가혁신시스템 중 정부 부문의 연구 시스템은 정부출연 연구기관을 중심으로 짜여 있으며 본래 정부 산하기관으로 관리되어 오던 출연(연)은 1999년 1월부터 연구회 체제로 관리되어 오고 있다. 그 이후 많은 변화가 있었지만 현재 단일화된 국가과학기술연구회 체제는 국가연구개발 시스템의 중심축을 이루고 있다. 복잡성 이론의 관점에서 연구회 거버넌스는 설계된 구조 즉 1999년 과기정출법에 의해 초기설정 조건이 정해졌지만 그 이후 근접한 행위자들(정부, 출연(연), 연구회)의 상호작용을 통해 새로운 ‘관계적 계약’을 도출하였다고 볼 수 있다. 그 계약의 내용은 미래의 특정 시점을 염두해 둔 합의이며 장래의 교환을 위한 어떤 종류의 기획이라 할 수 있다. 정부, 연구회, 출연(연)이 계속적인 관계를 통해 상호적 이익을 추구하고 신뢰관계를 형성할 경우 ‘계약의 내용’은 급변하는 과학기술 환경에 적응하면서 재구성되게 될 것이다. 자기조직적 거버넌스로서 연구회 체제는 이러한 ‘계약의 내용’을 창발적으로 구현하기 위한 시스템으로서 기능하는 것이 바람직하다. 연구 자율성은 연구회 체제의 창발성을 보장하는 방식으로 구현될 수 있으며 연구회는 상시적이고 지속적인 상호작용의 절차를 당사자들에게 제공하는 장(場)이 되는 것이 중요하다. 이러한 기본적 인식을 전제로 본 연구는 과학기술 거버넌스 체계가 연구 자율성의 바탕위에서 제도와 입법이 설계되어야 함을 강조하고자 한다. 자기조직적 거버넌스 개념과 관계적 계약 모두 인위적 제도 개입 보다는 개별 주체의 역량을 바탕으로 한 자율적 체제 내지 관계를 중시하기 때문이다.
