북한이탈대학생의 정치의식 연구 = A Study of North Korean Defector College Students' Political Awareness|RISS 상세보기

The purpose of this research is to consider characteristics of political awareness of North Korean defector college students. Studies on political awareness have been variously conducted in each field and each group. Studies on political awareness of North Korean defector college students examine political awareness for significant minor group organizing this society and futhermore, can grasp political characteristics of experiencers in two systems tangled complicatedly and politically; South Korea and North Korea. So, they have special meaning. Now, North Korean defectors who settled in Korea and have enemies in college are estimated by about 1,500 people. College students who participated in the survey are 155 students which are about 10% of the whole North Korean defector college students and they are attending or taking a leave of absence in 29 colleges of the whole nation. Although they cannot represent North Korean defector college students, sampling is difficult due to the characteristics of North Korean defectors, 10% of the whole people is not few and there are insufficient studies on political awareness of North Korean defector college students, so this research is very significant.
To study on political awareness, it's essential to conceptualize sub-sectors. Therefore, this research referred the subjects of political awareness of precedent researches and investigated and analyzed political awareness by dividing into sub-sectors such as political interests, political participation, political tendency, political reliability and political efficacy.
First of all, for the political interests of North Korean defector college students, the majority responded positively, so they were relatively high. But, negative respondents were nearly the half. Therefore, it was difficult to characterize them clearly. Political participation also showed little differences between rate of positive reponses and rate of negative responses, so it was not different from political interests greatly. But, there were many respondents who responded positively relatively. Political tendency of North Korean defector college students showed different results by measured item. This research examined political tendency of North Korean defector college students by political party they support. As the result, the ratio of students who didn't have any political party was relatively high and among the rest respondents, there were a little more respondents supporting conservative political party rather than advanced political party. In addition, as questions for investigating their tendency, their attitude for North Korea was inquired. Regardless of the political tendency, most of North Korean defector college students considered North Korea as a cooperative object, so they were favorable to North Korea. The result is opposed to the common idea that North Korean defector college students will be political conservative and hostile to North Korea. Political reliability of North Korean defector college students was relatively high. Government related institution they trusted the mostly was Cheongwadae and government related institution they didn't trust the mostly was National Assembly. As they lived in Korea longer, their reliability was lower. Finally, political efficacy of North Korean defector college students was relatively high and particularly, they showed high efficacy for voting behavior and speaking right for government works.
When comparing indirectly political awareness of North Korean defector college students and that of Korean college students, the characteristics of political awareness of North Korean defector college students were that they considered North Korea as a cooperative object, political participation awareness and efficacy were relatively high, etc. But, from aspects of political interests and reliability, there were neither clear characteristics nor differences. Its reason is supposed that the part of politics is secondary problem in comparison with economics, studying, adaptation, etc. for North Korean defector college students, they were not interested in politics as a generation living with Korean 20s and 30s who are represented by the generation of ‘political indifference’. their awareness on the necessity to improve political awareness was insufficient, etc.
This research just investigated political awareness of North Korean defector college students and analyzed the characteristics, but it's significant to compare political awareness between North Korean defector college students and Korean general college students or be essential research for studying on characteristics of political awareness by generation of North Korean defector college students as a start of studies on this field. Studies on political awareness of North Korean defector college students as a group who has experienced South Korea and North Korea similarly and shows lots of possibilities to be a leading part of unification period in the future are in early stage now and they must be conducted in various directions in the future.

본 논문은 북한이탈대학생들의 정치의식 특징을 고찰하는데 그 목적이 있다. 정치의식에 대한 연구는 각 분야별로, 집단별로 다양하게 이뤄져왔다. 북한이탈대학생들의 정치의식 연구는 이 사회를 구성하는 의미있는 소수자 집단의 정치의식을 살펴본다는 점에서, 더 나아가 남과 북이라는 정치적으로 복잡하게 얽혀있는 두 체제의 경험자의 정치적 특징을 파악할 수 있다는 점에서 특별한 의미가 있다. 현재 국내에 정착해 대학교에 적을 두고 있는 북한이탈주민은 1,500명 정도로 추산된다. 조사에 참여한 대학생들은 155명으로 전체 북한이탈대학생의 약 10%이며, 전국 29개 대학교에 재학 중이거나 휴학 중인 학생들이다. 비록 이들이 전체 북한이탈대학생들을 대표할 수는 없으나, 북한이탈주민의 특성상 표본 모집이 어렵고 전체의 10%라는 수치는 적지 않으며 북한이탈주민의 정치의식에 관한 연구가 빈약하다는 점에서 본 연구 자체가 상당한 의미가 있다고 할 수 있겠다.
정치의식을 연구하기 위해서는 하위영역에 대한 개념화 작업이 필수이다. 따라서 본 연구에서는 선행연구들이 정치의식의 대상을 무엇으로 삼았는지를 참고해 정치의식을 정치적 관심도, 정치적 참여도, 정치적 성향, 정치적 신뢰도, 정치적 효능감이라는 하위영역으로 나눠 조사해 분석했다.
먼저 북한이탈대학생들의 정치적 관심도는 과반수의 응답자가 긍정적으로 응답해 비교적 높은 것으로 나타났지만 부정적인 응답자도 절반 가까이 되어 뚜렷하게 특징지어지긴 어려웠다. 정치적 참여도 역시 긍정적 응답율과 부정적 응답율의 차이가 크지 않은 점으로 미뤄볼 때 정치적 관심도와 크게 다르지 않지만 상대적으로 긍정적으로 답한 응답자가 많았다. 북한이탈대학생의 정치적 성향은 측정 항목에 따라 다르게 나타났다. 본 연구에서는 북한이탈대학생의 정치적 성향을 ‘지지정당’으로 살펴봤으며, 그 결과 지지하는 정당이 없다고 답한 비율이 상대적으로 높게 나왔고, 나머지 응답자들 중에서는 진보정당보다는 보수정당을 지지하는 응답자가 조금 더 많은 것으로 조사됐다. 이 외에 성향을 조사하기 위한 문항으로 북한에 대한 태도를 물었는데, 북한이탈대학생들은 정치적 성향과 무관하게 대부분의 응답자가 북한을 협력대상으로 인식해 북한에 대해 호의적인 입장을 취하고 있는 것으로 나타났다. 이는 북한이탈주민이 정치적으로 보수적이고 북한에 대해 적대적 의식을 가지고 있을 것이라는 통념과는 상반되는 결과이다. 북한이탈대학생들의 정치적 신뢰도는 비교적 높게 나타났다. 가장 신뢰하는 정부 관련 기관은 청와대, 가장 신뢰도가 낮은 정부 관련 기관은 국회인 것으로 조사됐으며, 한국 거주기간이 오래될수록 신뢰도가 낮아지는 것을 발견할 수 있었다. 마지막으로 북한이탈대학생들의 정치적 효능감은 비교적 높게 나타났으며, 특히 투표행위와 정부 일에 대한 발언권에 대한 효능감이 높게 나타났다.
북한이탈대학생과 한국대학생의 정치의식을 간접적으로 비교했을 때 북한을 협력대상으로 여긴다는 것, 정치참여 의식과 효능감 등이 상대적으로 높은 것 등은 북한이탈대학생의 정치의식의 특징으로 나타났다. 그러나 정치적 관심도, 신뢰도의 측면에서는 뚜렷한 특징이나 차이가 없는데 이는 북한이탈대학생에게 정치라는 부분이 경제, 학업, 적응 등에 비해 부차적인 문제이며, ‘정치적 무관심’ 세대로 대표되는 한국의 20~30대와 같은 시대를 살아가는 같은 세대로서 함께 ‘정치적으로 무관심화’가 되어가고, 정치의식 제고의 필요성에 대한 인식이 부족한 점 등이 그 원인이라고 짐작된다.
본 연구 자체는 북한이탈대학생의 정치의식이 어떠한지를 조사하고 그 특징이 무엇인지 분석해 보는데 그쳤지만, 이 분야 연구의 시작으로서 일반 한국 대학생들의 정치의식과의 직접적 비교나, 전체 북한이탈주민의 세대별 정치의식의 특징을 연구하는데 있어서 필수적인 연구였음에 그 의미가 있다고 판단된다. 남과 북을 비슷하게 경험하고, 경험해 나가는 집단이며 앞으로 통일시대의 주역으로서의 가능성이 높은 집단으로서 북한이탈대학생들의 정치의식에 대한 연구는 이제 시작이며 앞으로 다양한 방향으로 이뤄져야 할 것이다.
