    As science and technology increasingly shape national competitiveness, global competition to attract highly skilled researchers has intensified. However, South Korea faces significant challenges in cultivating and retaining its science and technology workforce due to demographic decline and limited competitiveness in higher education. Despite continuous efforts, policies aimed at foster-ing such talent have lacked long-term consistency and have shown limited effectiveness in preventing brain drain. Using national statistical data, this study analyzes the relationship between research support and the intention of science and technology personnel to seek employment abroad. The analysis demonstrates that improving the research environment is essential for reducing the pro-pensity to pursue overseas employment. Publication performance and researchers’ age emerged as significant determinants of this intention. Moreover, both overall satisfaction and satisfaction with the workplace location among science and technology personnel were found to exert meaningful effects on their intention to work abroad. These findings suggest that government R&D funding should extend beyond mere financial investment to encompass efforts aimed at enhancing the quality of research and working en-vironments, thereby improving satisfaction and mitigating talent outflow. This study underscores the importance of strengthening research support and establishing an environment that enables scientists and engineers to sustain their careers domestically.
