다국어 초록 (Multilingual Abstract)

Rapid deployment of peacekeeping forces to conflict ridden areas have been widely discussed within international community. UN Standby Arrangement System (UNSAS) and Standby High Readiness Brigade (SHIRBRIG) are two examples of international collective actions for rapid response. Meanwhile, the current situation of Korea regarding PKO does not meet the international initiatives for rapid deployment. There are negative sentiments for PKO and Korean society has paid much societal costs in handling the issues of oversea deployment. In this paper, the authors argue that Korea has to shed light on fundamental issues like how to invigorate PKO if it wants to establish a rapid deployment system. It is because these two issues cannot be discussed separately considering the current situation of Korean PKO. In this context, this paper focuses on macro and conceptual issues of Korean PKO. The authors suggest that redefining PKO concept, seeing PKO as an asset of national security, and strengthening PKO governance should be taken seriously for the establishment of a rapid deployment system. Especially, PKO governance could be better agenda for actions since it does not entail any political and legal controversy.
