韓國 軍組織의 發展方向에 關한 硏究 : 世界的 國防組織으 趨勢를 中心으로 = A Study of the Development Direction in the Korean Military Organization : Centering on the direction in the world defence organization system

The primary purpose of this paper is to research the smooth performance of the supreme command on military organization by confirming its scope to be able to mainly treat military conditions and military order among structural elements of korean military organization.
Today, although all sovereignty nations on the global village has the difference in quality, they should have military might for the purpose of security. And a military organization is needed for the construction and management of military might.
This is the result of sense of national security and struggle for existence.
Additionally, the national military organization should be developed to be transformed to meet the needs of the era by adopting the organizational merits of each nation's defense structures together with the characteristics
Second, the principle to apply for military organization is the total stablization security type and the international type.
Each country integate the national defence organization on the ground of war aspects and strategic concepts varing with the rapid development of modern science, establish a flexible command-management system, which endows the Defence Minister with great resposibilities and power so that he might accomplish the national defence tasks economically with the Ministry of National Defence in the center, and forms the national defence military organization to make an immediate respond to an emergency effectively.
Third, the principle to apply for military organization is organized in the open system.
As the other systems in direction of open system, defence organization should take into consideration of structure, function and procedure as attributes. In addition defence organization should adopt the norms of democratic, legality, effectiveness, efficiency which modern administration pursue. Especially, military organization adopts most normal structure function of open system, by means of input and output, ends-means chain in military decision making.
Forth, the principle to apply for military organization is making solidify the prerogative of supreme command to regulate the civil and the people, of military tactics and the national goals of potential enemy as well as their national policies' military strategies and operational environments.
Besides, the military organization should be developed to be manoeurerable and elastic for the purpose of adoption it, which the war condition is getting vertical.
As the current war becomes larger on the scale and complexer on the weapons system, military organization' simplity and direction unification is getting important.
Since the korean military organization can be adopted to anticipative future war and our military condition, our organization have to get below peculiarity.
First, the principle to apply for military organization is defence military organization on the inner of collective security system. The reason is that the nations, excepting superpower nation, have not ability of war alone on the modern era.
Therefore their survival is managed to collective security system of the military alliance or the military cooperation in the international society which is dominated to the principle of power.
This says our position is very important for the purpose of defending from the continental power like USSR, Chinese Community and North Korean in the buliding of ocean power like U. S. A., Japan and Korea. which is concerned with uniting military administration and military command. National chief command military organization, following the corstitution, the defence minister and general staffs' countersignature, so is established to prohibiting overuse of violence.
So, for the moment, in order to operate the effective economic and autonomous defence organization. We should set a synthetic system that have a flexibility in the collective security system, the organizers of system operate effectively, that the nation will be able to control.
In addition, It is necessary to probe the research plans required improvement of the system, then to practice the plans subsequently last to value the results.
I hope that incessant research reports will be issued to promote of nation's defence organization.
