자료포락분석을 통한 개촉지구사업의 시군별 효율성 평가

다국어 초록 (Multilingual Abstract)

LPAP is considered as one of the most effective and influential programs to develop lagged regions through various set of SOC supplying schemes including road construction. Although LPAP has been implemented more than 10 years, no appropriate evaluation process has been applied until now to figure out its efficiency particularly according to different local jurisdictions. This study aims to evaluate efficiency of LPAP with Data Envelopment Analysis and thus to find out policy implication from the analysis.
We found from the study that: firstly, there are gaps of efficiency level among counties in pursuing LPAP; secondly, more lagged regions are found more efficient than less lagged regions; thidly, efficiency gap is bigger among counties when they are considered together nationwide than when they are considered together in provincial scale; fourthly evaluation of efficiency using DEA can be applied not only to county level but also to regional development program level. Also, it was pinpointed that this study has some limitations in terms of methodological and interpretational aspects, which are to be scrutinized more in the future.
