영국, 미국, 독일의 아동보육정책의 형성과 발달 현황 = Child Care Policies Development in the United Kingdom the United States and Germany

This paper intended to compare national involvement, administrative system, delivery and financing system, and public-private provision mix of U.K., U.S. and Germany in child care policies. This paper focused on the similarities and differences of three countries of three countries.
The similarity of three countries is reluctant and implicit child care policy direction emphasizing family responsibility. They have developed child care services which combined motherhood ideology of division of gender and individualism.
Child care policies in three countries are divided into two regimes. One is U.K. and U.S. with liberal regime, the other is Germany with conservative regime. U.K. and U.S. have withdrawn the public sector child care institutions which had been provided in war time to use women labor force, and formed residual and selective child care polices up to the present. Germany have gradually developed child care polices within the limited level representing a partnership among central, local government and private voluntary welfare association.
