한국 지방정부의 공유재산 활용요인에 관한 연구: 공유재산 매각과 임대를 중심으로 = Public property utilization of local government: Focusing on selling and leasing of public property

국문 초록 (Abstract)

본 연구의 목적은 한국 지방정부의 공유재산 활용에 영향을 미치는 요인을 분석하는 것이다. 구체적으로 한국 지방정부의 공유재산 매각과 임대에 영향을 미치는 요인을 탐색하고, 실증분석을 시행한다. 본 연구는 공유재산의 활용유형을 매각방식과 임대방식으로 구분하였으며, 공유재산 활용에 영향을 미치는 요인으로 공유재산의 구조, 유권자와 지방의회를 고려한 모니터링 압력, 지방자치단체장의 기업가정신과 위험감수, 지방정부의 재정환경을 논의하였다.공유재산 활용요인모형을 Newey-West 추정모형으로 분석한 결과, 공유재산 내 일반재산의 비중은 매각모형과 임대모형에서 모두 양(+)의 영향이 나타났다. 모니터링 요인 중 시민 모니터링 요인은 공유재산 매각모형과 임대모형 모두에서 유의미한 양(+)의 영향을 나타냈으며, 지자체장의 정치적 자원은 매각과 임대에 음(-)의 영향을 나타냈다. 마지막으로 재정환경 요인의 경우 이전수입의 비중과 부채비율이 높을수록 임대에 있어 음(-)의 영향을 미치는 것으로 나타났다.

Local governments perceive public property use as vital, since uncertainty in local government revenue is rising. Public property revenue is critical for funding local governments’ increased spending. However, there is a lack of discussion about public property, and existing studies are limited as they only consider improvements in public property reform processes and systems from a functionalist angle, without a theoretical exploration. This study analyzed factors affecting the selling and leasing of public property as characteristics of government expenditure and revenue, monitoring pressure from taxpayers and local council, the risk aversion of local government heads, and asset specificity. The analysis shows asset specificity affects sale and leasing revenue negatively, and voter monitoring is positively associated with the size of asset sale and leasing revenue. Lastly, political resource of local government heads affects risk aversion positively.
