북한 핵문제와 미국의 대한반도 정책 = North Korea and U.S. Foreign Policy toward the Korean Peninsula: From Bush to Obama Administration

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to critically examine the evolutionary changes of U.S. foreign policy toward the Korean Peninsula during the post-Cold War era. In doing so, I examined each administration's policy goals and evaluated its' handling with North Korea in terms of ending nuclear threat in Korea. In the final section of the paper, I discussed the Obama administration's policy goals and explain why and how it has filed in terms of lessoning tension on the Korean peninsula. As a way of solution, I argued that the Obama administration should engage rather than strategically patient with North Korea. Also, I urged that preserving close policy coordination with the ROK in coping with North Korea's nuclear, missile, and conventional threats.

국문 초록 (Abstract)

이 논문은 역사적 맥락 안에서 탈 냉전기 미국의 한반도 정책의 변화를 분석하는데 있다. 또한 미국이 세계적 수준에서 전개하고 있는 핵 비확산에 정면으로 반발하고 있는 북한의 핵개발 문제가 한반도 정책의 주요 변수로 작용하고 있기에, 북한 핵에 대한 인식과 전략 및 접근방식을 분석하고 있다.
따라서 북한 핵문제가 전개되는 시점의 두 행정부인 부시와 클린턴 행정부 시기의 한반도 정책과 북핵 문제를 살펴본다. 이 시기 등장한 북한 핵문제는 완벽하게 해결되지 않고 이후 행정부인 부시와 오바마 행정부의 과제로 이관되는 형태를 보여주고, 이와 더불어 북핵 문제가 점차 심각해지는 양상을 보인다.
이후 행정부들은 한반도 정책에 있어 북한 핵문제의 해결을 목표로 두고 우선시하는 면을 보여준다. 또한 이후의 행정부에서는 미국 단독의 북한 핵문제 해결이 아닌 다자주의적 형태로 북한 핵문제에 접근하고 있다는 점에서도 그 차이점을 찾을 수 있다.
이러한 논의를 살펴보기 위해 부시 행정부부터 현재 오바마 행정부의 한반도 정책의 목표가 무엇이며, 그 목적을 달성하기 위해 어떤 과정을 겪었는지 분석하고 그리고 현재 답보상태인 북한 핵문제 해결과 관련하여 미국의 오바마 행정부의 대북정책 목표, 과정, 성과 및 실패 요인 등을 각각 분석하고 한다.
