外注認定基準制度의 性格, 內容 및 運營에 關한 批判的 評價 = Critical Appraisal on Characteristic, Content and Management of the Decision Criteria Policy for the Commissioned Programs

국문 초록 (Abstract)

외주인정기준제도는 지상파 텔레비전의 외주제작편성비율이 편법적으로 운영되는 부분이 크다는 인식 하에서 외주제작 프로그램으로 인정할 수 있는지를 결정하는 기준을 마련하여 외주제도의 운영 합리성을 높이자는 취지로 2012년부터 실시되고 있다. 이 글은 외주인정기준제도의 도입배경과 도입과정을 검토하고, 현행 외주인정기준제도의 법적 성격, 내용 및 운영방식을 비판적으로 평가하고자 한다. 궁극적으로 이 글은 외주인정기준제도의 실효성과 무엇이 결핍되어 있는지를 논하고자 한다.

다국어 초록 (Multilingual Abstract)

The decision criteria policy of commissioned programs has been implemented since 2012 in order to improve the rationality of management of the independent production policy. The decision criteria policy was made on the basis of the recognition that the independent production policy has been implemented in an expedient way in many cases. This paper reviews the background and process of introducing the criteria of commissioned programs, and appraises the legal characteristic, content, and management of the policy. This paper ultimately discusses the efficiency of the policy and what the policy is lack of.
