A Union Campaign Against Railway Industry Privatization in South Korea = What Explains Its Relative Success?

국문 초록 (Abstract)

본 논문은 현장조사를 통해 수집한 자료에 기초하여 철도 민영화에 대응하는 전국철도 노동조합의 캠페인을 분석하고 있다. 본 사례분석은 공공부문 구조조정에 대한 노동조합 효과의 차이를 설명하는데 전략적 선택(strategic choice) 이론의 틀이 매우 유용하다는 것을 입증한다. 조합주의적(corporatist) 제도를 결여하고 있는 노동조합의 경우 구조조정 과정에 대한 영향력을 행사하기 힘들 것이라는 예측과 달리 전국철도노동조합은 일방적인 철도 구조조정을 저지하고 정부로부터 양보를 획득했다. 본 연구에 의하면, 이와 같은 노동조합의 상대적 성공은 두 가지 핵심 요인― 노동조합의 전략 형성에 영향을 미치는 정치적 조건과 전국철도 노동조합의 전략적 역량 ― 에 의해 설명될 수 있다. 다시 말해서 노동조합이 정부로부터 상당한 양보를 획득할 수 있었던 것은 정치적 기회의 확대와, 그러한 기회를 활용할 수 있는 노동조합의 능력이라는 두 가지 요인에 의해 가능했던 것이다.

다국어 초록 (Multilingual Abstract)

Using data collected during field research, the author analyzes the Korean Railway Workers Union (KRWU)’s campaign against railway privatization in South Korea. The case study demonstrates that the strategic choice framework is particularly useful to explain variations in union effects on public sector restructuring. Contrary to the expectation that labor unions constrained by lack of corporatist arrangements will be less able to influence on restructuring decisions, the KRWU was strategically effective in preventing unilateral restructuring and gaining concessions from government. Two factors appear to be crucial to explaining the relative success of the union. The political conditions that shape the strategies of the union, and the strategic capabilities of the KRWU. Hence both the increase in political opportunities and union ability to take advantage of the latter made it possible for the union to gain considerable concessions.
