한국 정책과정에서의 부처간 권력관계에 관한 실증연구 = An empirical study on the power relationships of government agencies in korean policy process

Many Agencies are involved in most of important policy issues. Though the agencies should cooperate each other in order to solve these issues, they instead tend to compete and conflict in Korea. Policy processes including policy formation and execution are often decided by the power relationships existing among relevant agencies, not by rational choice. Several studies revealed above facts. This study on the basis of a questionnaire survey conducted to 130 civil servants reexamines the findings of these studies and inspects some other aspects not dealt with in the other studies. The results confirm most of the findings of previous studies.

국문 초록 (Abstract)

현대사회의 주요 정책문제들은 대부분 단일 행정부처의 관할영역에 배타적으로 속하지 않고 여러 부처들의 관할영역에 복합적으로 연계된 것이어서, 그 해결을 추진함에 있어서 부처간의 긴밀한 협의와 조정이 요구된다. 하지만 기존 연구들은 한국의 부처들이 흔히 정책문제를 둘러싸고 갈등을 빚으며, 해당 정책결정과 집행이 이들 부처간의 정치권력 역학관계에 의해 좌우됨으로써 정책과정의 합리성이 손상된다는 점을 지적해 왔다. 본 연구에서는 실증조사를 통해 기존 연구들의 이러한 연구결과를 재점검하는 동시에, 기존 연구에서 다루어지지 않은 몇 가지 관련 측면을 추가적으로 진단한다. 본 연구의 실증조사는 중앙부처 소속 130여명의 공무원들을 대상으로 설문조사를 실시하는 방식으로 이루어졌다. 실증조사의 분석결과는 기존 연구들이 밝혔던 사항 대부분을 확인해 주고 있다.
