국무총리실의 정책조정 성과 연구: <정책조정백서>의 조정과제를 중심으로

국문 초록 (Abstract)

본 연구는 국무총리실의 정책조정 성과를 검토하여 그 실천적 함의를 찾는 것을 목적으로 하였다. 국무총리실이 어떠한 유형의 정책조정 과제들을 다루었고, 조정 과정에서 어떠한 조정전략들을 활용하였는가에 관심을 두었다. 연구자료로 김대중 정부시기(1998.3-2002.8)와 노무현 정부 시기(2003-2006), 즉 1998년부터 2006년까지 발간된 8권의 ｢정책조정백서｣에 정리된 670건의 조정과제 전체에 대한 내용분석을 수행하였다. ｢정책조정백서｣에 수록된 조정내용은 대체로 정책문제 해결 과정에서 관련 정부부처 사이에 어떠한 이견과 쟁점들이 제기되었고, 어떠한 조정주체에 의해 어떠한 과정을 거쳐 조정이 이루어졌는가, 그리고 그 후속조치는 어떠했는가 등의 내용을 담고 있다.
본 연구가 국무총리실이 발간한 ｢정책조정백서｣의 정책조정 과제들을 분석 대상으로 삼았던 중요한 이유는 다음과 같다. 상당수의 정부부처 간 정책갈등 문제들은 당사자 간 협상과 타협을 통해 해소되는 것이 일반적이다. 만일 당사자 간 협의 과정을 거쳐서도 해결되지 않는 경우, 국무총리실의 조정을 받게 된다. 따라서 국무총리실의 조정과제로 상정되었다는 것은 그만큼 해결이 쉽지 않거나 중요한 과제라는 것을 의미한다. 따라서 국무총리실이 공식적으로 조정과제로 등록하고 조정을 시도한 과제들을 검토하는 것은 국무총리실의 정책조정 기능 전반에 대한 이해와 함께 그 핵심적 내용들을 파악할 수 있는 기회를 제공해준다. 즉 그만큼 국무총리실의 정책조정 과제를 연구하는 것은 중요하다. 동시에 본 연구는 ｢정책조정백서｣에 대한 내용분석의 타당성을 확보하고, 국무총리실의 정책조정기능에 대한 보다 깊은 이해를 위해 국무총리실에서 현재 근무하고 있는 8명의 고위급 및 실무급 공직자들과 심층면접을 진행하였다.
국무총리실이 예산권, 인사권, 조직권 등 각 부처들에게 강력한 영향력을 행사하는 조정수단들을 가지지 못하면서도 갈등적 정책문제들을 나름대로 효과적으로 조정할 수 있었던 것은 바로 각종 조정회의체를 소집하여 운영하는 권한을 바탕으로 조정과업을 성공적으로 수행한 것으로 나타났다. 다양한 수준의 조정회의체를 운영하고, 회의체를 운영하는 과정에서 여러 가지 공식적, 비공식적 조정전략들을 활용하였다. 국무총리실은 지난 35년 간 정책조정 경험을 축적하고 그 경험을 전승하고 공유하면서 다양한 조정전략들을 발전시켜 왔다. 이러한 조정전략들은 일종의 암묵 지(tacit knowledge)로서 코드화된 형식지(explicit knowledge) 형태로 전환되지 않은 것들이다. 국무총리실이 다루었던 조정과제, 조정결과, 그리고 조정단계에 대한 검토는 향후의 정책조정 연구의 출발점으로서 역할을 할 것으로 기대한다.

다국어 초록 (Multilingual Abstract)

Policy coordination is an effort to select better policy alternatives or implementation methods in the policy process. Policy coordination is very important for selecting more plausible and acceptable alternatives or implementation methods. Korean government had built and operated the Coordination Office of State Affairs under the Prime Minister for taking lead the coordination tasks, which have handled successfully the difficult policy coordination tasks. But LeeMyoungbak Administration consolidated the Coordination Office of State Affairs into the Prime Minister's Office with the logic of efficiency of so called 'Big Bureau Idea'. The consolidation brought about weakening of the policy coordination function of the Prime Minister's Office. Now the successful experience and performance of the Coordination Office of State Affairs are at risk to be abolished.
This study is for analysing the performance of the Coordination Office of State Affairs and searching for the implication of policy coordination. Especially this study focused on the categorization of coordination problems, coordination stages, and coordination outcomes which the Coordination Office of State Affairs had dealt with. And for the more validity of analysis, the authors had depth interviews with higher level managers of the Prime Minister's Office.
