다국어 초록 (Multilingual Abstract)

Productive local self-government simply represent vital administrative service and active regional development. In establishing good government, productive relationship between chief executive and local council critical; they can resolve any conflicts through reciprocal understanding and collaboration. In order to preserve ideal relationship between the two, the balance of power between the two institutions they represent is important. Each practices reciprocal understanding and open communication only when feels equal power.
The other important factor for establishing the productive relationship is to increase citizen participation.
Besides the balance of power, councillors and the chief executive of local government should demonstrate certain characteristics. How they perform their roles and accomplish goals may be more important than the balance of power between the two institutions because an organization, after all, is but a man.
As an ideal role performer, local councillor should preserve characteristics such as Communication and Compromise, Observation, native-born, Gently, Responsibility, Ethical, Sincerity, and Success. The first letters of these characteristics represent CONGRESS. the ideal chief executive, on the other hand should demonstrate certain qualities such as Decision and Direction, Intelligence, Reliance, Ethical, Career, Tolerance, Openness, and Responsibility.
The first letters of these characteristics represent DIRECTOR. In addition to these characteristics, ideal type of chief executive and local council also need keen sense on the issue of world and business.
