한국청소년정책의 발전특성 연구 = A Study on the Developmental Characteristics of Korean Youth Policy

다국어 초록 (Multilingual Abstract)

This study deals wth the developmental characteristics of Korean youth policy by three stages: formation stage(1961-1987); growth stage(1988-1997); and transformation stage (1998-present). Analytic framework of youth policy model and historical institutionalism was applied and policy materials and previous studies were reviewed.
First, formation stage was characterized as a population health approach with targeted policies for individual youth from problem-focused perspective. Growth stage was characterized as an asset-based and population health approach from prevention and youth development approach. Transformation stage was characterized as a risk prevention and resiliency approach for targeted subgroups of youth from youth development perspective.
Second, formation stage was also characterized as a process of specialized youth affairs by the institutionalization of youth policy. Growth stage was characterized by a process of systemizing youth work. Transformation stage was understood as a process of policy characterization as an extending process of the youth field and policy contents by integrating youth administration and law establishment and revision.

국문 초록 (Abstract)

본 연구는 한국청소년정책의 발전과정을 크게 형성기(1961-1987), 성장기(1988-1997), 전환기(1998-현재)의 3개의 시기로 구분하여 청소년정책의 특성을 청소년정책의 관점과 목표 및 대상과 정책발전의 제도화라는 두가지 측면에서 분석하였다. 연구방법은 문헌분석을 중심으로 하였으며, 연구의 분석틀로는 청소년정책의 유형화 모델과 역사적 제도주의의 관점을 적용하였다.
첫째, 청소년정책의 관점과 목표, 대상 등이 시기별로 다른 특성을 보였다. 형성기는 문제중심적 관점에서 문제청소년을 대상으로 안녕지향적 접근을 하였다. 성장기는 예방적, 청소년개발 관점에서 전체청소년을 대상으로 자산중심적이며 안녕지향적인 정책을 실시하였다. 전환기는 청소년개발 관점에서 전체청소년과 문제청소년을 대상으로 하는 정책을 병행하였다. 자산 중심, 위기예방과 역경극복, 청소년관여 접근방법을 혼용하였다.
둘째, 한국청소년정책은 시기구분별로 전담화, 체계화, 특성화되는 과정을 보였다. 형성기에는 청소년대상의 정책업무가 처음으로 형성되면서 전담행정조직과 기구를 갖게 되는 전담화의 특성을 갖는다. 성장기는 종래 교육정책의 일부분으로 수행되었던 청소년정책이 청소년육성정책으로 독자적인 영역을 확보하면서 업무가 체계화되었다. 전환기는 행정기구의 통합을 통해 업무영역과 정책내용을 확장하고 종래 청소년수련활동을 중심으로 전개되던 정책성격과 내용을 청소년참여와 권익증진을 포함하는 것으로 전환하여 현재까지 지속되고 있다는 점에서 차별적으로 특성화되는 의미를 갖는다.
