The rationality of organizations depends on the degree of functional differentiation and integration. The differentiation in government agencies may be dysfunctional given their departmentalism. Previous studies on the matter focused on the aspects of intended and intervening strategies for integration and coordination by the central authority. This article, however, deals with the collective strategies by adapting Chaos (Complexity) Theory and perspectives of sociobiology in government agencies. This study tries to delve into the implications of the notion that emergence or an emergent property is created spontaneously in the processes of communal evolution in organisms. This article proposes emergent collective strategies be adopted in government departmentalism, and postulates its analogy may yield effective outcomes. This proposition is purported by system dynamics computer simulation (vensim model).
