한민족의 전통사상과 통일 : 홍익화백제론에 관한 연구 = (A)Study on the Race's Ethos and the Unificaation of Korea, based on a Hongick Whabaikism's Hypothesis

국문 초록 (Abstract)

한반도 평화체제 구축에 주변국들의 관심이 고조된 작금의 시대에 필자는 이 기회와 요구를 여하히 조국의 통일에 연계시키느냐에 초점을 맞추고, 통일 추진에 있어 우리가 지켜야할 기본원칙으로 ‘민족자주·미주평화·행복’의 원리에 따라 우리 민족사상을 깊이 연구한 통일방안을 모색했다.
‘홍익인간사상’은 ‘천지인사상, 원사상, 그리고 하나님사상이며, 홍익인간하는 사람(人)은 나와 天地人 사이(間)에서 크게(弘-大) 돕는 길(道)을 찾아, 공정하지 않음이 없고 어느 하나 어둡고 악의적임이 없이, 세상만물의 본성을 존중하여 합리적으로 다스리는 인간사’라고 정의할 수 있다.
이와 같은 홍익인간이념에 따른 삶과 행위를 하기위한 홍익3도(弘益三途)를 실현코자 다음과 같이 ‘홍익화백제도’에 따라, 슬기로운 통일과업을 위한 ‘3태극화백통일’ 방안을 논하였다.

첫째, 통일철학으로써 홍익인간이념에 따른 자유민주주의의 발전적 모형인 ‘홍익화백제도’를 창안하여,
둘째, 통일의 접근시각으로써, ‘민족공동체 통일방안’인 ‘3태극화백통일’을 제시 한다.
홍익화백제도를 해외 및 남·북의 우리학자들이 함께 창안하여, 남·북 경계지구의 완충지대에 이 제도를 적용, 실험과정을 거치기 위해 ‘3태극화백정부’를 세워 민족공동체정부를 우선 공포하는 것이다. 이 거시적 민족통일과업은 정신적 지주를 선출하는 것(3태극통일 대통령)부터 시작하며, 행정부조직은 해외동포를 포함, 남·북정부가 합의하여 먼저 통일의 새로운 입법·사법·행정부를 만들고, 3태극화백정부의 대통령이 외교권을 행사하며, 군사권의 통합은 점차적으로 진행시킨다.
3태극화백정부는 홍익화백제도를 적용·실험·발전시키며, 이 제도가 자연스럽게 남·북에 파급되고 또한 이 제도의 세계적 감시와 전파를 위해 UN기구의 유치도 모색한다. 그리하여 20세기까지는 서구의 공리적 자유민주주의에 의해 물질문명의 획기적 발전이 있었다면, 21세기 이후에는 한국의 홍익화백주의를 통하여 정신문화의 발전과 인류평화가 보장되는 시대가 개화되어야 하겠다.

다국어 초록 (Multilingual Abstract)

Amid growing interest of neighboring countries over the peace and security in the Korean Peninsular, I, in my paper, aim to lead this critical moment to the unification of my fatherland based on the Korean race's ethos that has been studied by South and North Korean scholars as well as scholars overseas. I adhere to the norms of national independence, democratic peace and national happiness in pursuing these basic unification principles.
First, as a philosophical unification principle, I suggest the 21st century Hongick Whabaik system, which is originated from Hongick Whabaikism, as an epoch-making and advanced model of liberal democracy that is facing a serious defiance today. Second, as an approach to the unification, I suggest the Three Taekeuk unification theory as a method of unification for the Koreans on the ground of the idea of heaven, earth and man.
Passing through conciliatory and cooperative process of South and North Korea and in the more matured phase of two Koreas' confederation, Overseas, South and North Korean Scholars can jointly create the 21st century Hongick Whabaik System and apply this system to a buffer zone in the borders between the North and the South. They can declare a national community's government or Hongick Whabaik government that establishes the 'Three Taekeuk Fatherland' based on our ethnic fundamental idea, as a means of testing process of this epoch-making system.
In the 20th century, we have seen groundbreaking prosperity of material civilization nurtured in utilitarian liberal democracy. The 21st century, the time which guarantees the moral and cultural development and human peace, might be flowered by Korean Hongick liberal democracy.
