This study looks into the situation and problems of single dad families in Seoul and explores the implication of the municipal support policies. In order to collect the data, a survey was carried out covering 800 single parent families (542 single moms and 258 single dads) living in seoul to investigate actual living conditions and their policy demands.
The following findings are found from the survey. First, the most difficult problem of single parents, particularly single dads, is child care. Especially when they cannot get help from their families or relatives, this burden is doubled by house chores. Enhancement of multilateral supporting system for child care is needed. Secondly, another greatest problem for single parents is economic related, and demand for economic support is demonstrated as the highest. The urgent necessities of single parents are shown to be financial aid for at least minimum standard of living (1st in order of priority), support for child care and school tuition (2nd in the order), and housing benefit (3rd in the order). Economically unstable single dads are in urgent need of job security and self-supporting foundation. Thirdly, the children of single parents suffer psychological difficulties as much as their parents. The psychological problems resulting from social prejudice need counseling or medical service depending on the seriousness of the problem. The survey found that single mom families are often using counseling and treatment services through related institutions and facilities, but in case of single dad families, the use of the facilities was infrequent due to lack of information. The research also showed that single dads feel more alienated from the neighborhood and feel more pessimistic about their future than single moms. Customized counseling and supporting system with visiting caseworkers is needed for these single dad families. Furthermore, multilateral campaigns and promotions to raise awareness and social acceptance in changing of family concept are required.
