Many political scientists and legal scholars argue that democracies are more likely to comply with international agreements than non-democracies. Because democracies have an identity as a country that is subject to the ‘rule of law,’ they attempt to fulfill the agreements even though it might hurt their national interests. To test this hypothesis, I assess the effects of the United Nations Convention on Climate Change and the Kyoto Protocol for reducing carbon dioxide emissions in 150 countries between 1993 and 2008. As a result, I find that when the Protocol entered into force for the countries, the growth rates of carbon dioxide emissions in democratic countries are smaller than those in non-democratic countries. Democracies are more like to comply with the Kyoto Protocol than non-democracies.
