The purpose of this paper is to examine the response system of school violence in Korea and to propose a new system of school violence in the light of the theory of conflict life cycle. In the case of school violence, the development of the conflict can be divided into three stages: emergence, expansion, and resolution. The role of school and teacher is changed in each stage of the conflict. In the stage of emergence, the role of school and teacher is a neutral third party in the conflict but they often become parties of conflict in the stage of expansion. The response system of school violence should coincide with the characteristics of each stage in order to resolve conflict efficiently and effectively. However, the existing response system of school violence in Korea, the school centered response system. does not reflect these characteristics of school violence. This paper argues various actors should participate in the response system of school violence to resolve it efficiently and effectively. Especially this paper suggests a new system of school violence increasing the role of local government.
