아동양육시설의 보호 비용함수 추정과 효율성 = Estimation of Cost Function and Cost-Efficiency for Residential Child Out-of-Home Care

다국어 초록 (Multilingual Abstract)

This paper estimates the cost function and cost-efficiency of residential child out-of-home care. The estimation results, based upon the institution-level cost data and stochastic frontier analysis, reveal the following three facts. First, the residential child out-of-home care has a feature of returns to scale. Second, the current residential care turns out to be cost-inefficient in that the total expenditure is greater than the estimated cost function by around 38 percent. Third, the cost-inefficiency tends to increase as the total revenue of a facility increase. Specifically, 10 percent increase of total revenue leads to 3% increase of the cost-inefficiency measure.
