정당경선의 제도화 모색 : 개방형 경선과 정치자금을 중심으로

국문 초록 (Abstract)

본 논문은 선거과정의 중요한 부분인 정당의 후보선출이 공정하고 민주적인 방식으로 제도화되지 않고서는 정당정치가 안정적으로 이루어지기도 어려울 뿐 아니라 우리의 민주주의가 공고화되기도 쉽지 않다는 문제의식에서 정당경선의 제도화를 위한 현실적이고 구체적인 대안 제시를 목적으로 하고 있다. 또한 본선거 못지않게 정당경선 과정에서도 적지 않은 비용 이 소요된다는 점을 고려하여, 정당경선의 제도화를 뒷받침할 수 있는 정치자금제도가 함께 제시되고 있다. 이를 위해 먼저 정당을 둘러싸고 있는 제반 환경적 요인들과 최근의 정당정치 변화 추세를 고려한 정당형태에 부합하는 후보선출 방식에 대하여 검토하고, 이러한 후보선출 방식의 하나로 일반 유권자들도 참여하는 개방형 경선에 초점을 맞추어 논의하고 있다. 다음으로 정당경선의 제도화를 위한 구체적인 방안들을 정당후보의 선출방식, 선출시기, 정당의 경선후보자 추천, 경선희망자의 당직 겸직 문제 등과 관련하여 제시하고 있다. 마지막으로 개방형 경선이 실질적으로 정착되기 위해서 갖추어져야 될 정치자금제도와 관련하여, 정당경선에 소요되는 선거비용의 조달 및 지출 등이 투명하게 이루어지기 위한 구체적인 방안들 에 대하여 논의하고 있다.

다국어 초록 (Multilingual Abstract)

A fair and democratic candidate selection is essential for the institutionalization of party politics. This article aims to suggest concrete and realistic alternatives for selecting party candidate, which can contribute to the institutionalization of Korean party politics. Given a large sum of campaign money spent in the process of party primary, another aim of this article is to discuss transparent ways of channelling campaign funds to the process of candidate selection. It is suggested to open party primary to the wider electorate so that not only party members but also party supporters can participate in the candidate selection process. For this, several concrete methods related to the opening of party primary are examined. This article also discusses the system of campaign finance for raising campaign money which can be expended in the selection process of party candidate.
