정책과정에서의 지역NGO와 지방정부 간 협력적 거버넌스 관계 구축에 관한 연구 NGO활동가와 공무원 간 인식차이를 중심으로 = Policy-Making Process in Local Governance

국문 초록 (Abstract)

본 연구는 지방정부의 정책결정 과정에 있어서 지역NGO들의 역할과 정책형성-결정-집행-평가 등의 단계별 참여형태, 그리고 참여경로와 수용정도를 지역NGO 활동가들과 지방정부공무원들의 설문을 통해 실증적으로 분석하여, 지방정부의 정책결정 과정에 대한 지역NGO의 바람직한 참여방법과 역할은 무엇인지 모색하고자 했다. 지방자치제 이후 지역NGO들은 시민사회의 한 축으로 성장하고 있으며 지방정부의 정책과정 전반에 견제와 감시 등 주민의 대리자 역할로 적지않은 역향력을 행사하고 있으나, 여전히 지역NGO와 지방정부 간에는 과거 투쟁적인 관행이나 의존적인 동원 관행이 상존하고 있어 토론하고 협력하는 거버넌스형 지방자치를 만드는데 지대한 걸림돌이 되고 있었다. 특히, 지방정부와 지역NGO간 상호 신뢰가 전제되어야 협력적인 거버넌스 구축을 기대할 수 있는데도, 지역NGO와 공무원 두 집단모두 상호 불신의 골이 깊고 인식차이가 큰 것으로 나타나 지역NGO와 지방정부 모두 상호불신 및 인식격차를 극복하기 위한 보다 가시적인 노력으로 내실있는 참여를 견인할 수 있는 법적 제도적인 보완책 마련과 더불어 더 이상 지역NGO를 정책과정의 형식적인 들러리로서의 파트너가 아닌 지방정부의 실질적인 참여적 의사결정을 위한 이해당사자로서 관계개선 등의 대책을 제안했다. 본 연구 결과는 지역NGO와 지방정부 간의 올바른 협력적 거버넌스 구축에 도움이 될 것이며, 갈등과 증오의 지방자치가 아닌 토론하고 협력하는 거버넌스형 지방자치 구현에도 기여할 것으로 기대된다.

다국어 초록 (Multilingual Abstract)

In order to investigate the ideal relationship between local government officials and local NGOs in regards to the decision-making process of local governments in South Korea, this study utilized the method of empirical analysis based upon questionnaire survey data. It diagnosed the possibilities for participation and the beneficial role of the local NGOs in the decision-making process of local governments. After the introduction of local autonomy in 1995, local NGOs have had great influence while actively participating in various policy processes. However, local governance practices became a major obstacle in the relationships between local NGOs and local governments due to deep mistrust. Local NGOs and local governments cut off relations in regards to the governance process. This study also investigated the negative impact of that shutdown. This study concluded that local governments and local NGOs must find ways to develop trust and overcome mutual distrust, including ongoing efforts to create laws and institutions to solve fundamental problems. In addition, participation by both the local NGOs and local governments, not only in the formative, practical suggestions but also in the policy process, will lead to improved relations. The results of this study are expected to help to shape and develop the appropriate governance structure between the local governments and the local NGOs.
